The meeting was called to order at 6:00 p.m.

The agenda was approved.

3.A 21-0534 Approval of April 15, 2021 Parks and Recreation Advisory Committee
Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Bob Jacobs spoke.
5. ANNOUNCEMENTS
Director Paul Simmons and Councilmember Rollins updated the Committee on the
status of the Yelm Highway Community Park Master Plan.
The Committee welcomed new member Alicia Johnson.
Mr. Turlove requested Committee members return their stipend forms and made
announcements.

6. BUSINESS ITEMS
6.A 21-0592 Inclusivity in Parks
Ms. Gessley-Gayman gave a presentation on inclusivity in parks and the partnership
between the Department and the South Sound Parent to Parent group.
The discussion was completed.
6.B 21-0585 Regional Aquatic Facility Concept Designs
Mr. Simmons gave a presentation on the Regional Aquatic Facility concept designs.
The report was received.
6.C 21-0591 PARC Foundation Memorandum of Understanding (MOU)
Mr. Simmons briefed the Committee on a new model for the PARC Foundation that
includes a paid director and an associated Memorandum of Understanding (MOU).
The Committee unanimously approved the proposed MOU.
6.D 21-0588 Discussion of Possible Donation Policy Revisions Pertaining to
Memorials
Mr. Turlove gave a presentation on memorial donations in parks and solicited PRAC’s
feedback on potential changes to the memorial donation policy. The Committee did not
make a formal recommendation, but the general consensus was that if the City is to
continue allowing memorial recognition, it should be in the form of a very small plaque or
a name etched into the bench itself. Plaques on the ground should be avoided as this
makes for a more “cemetery-like” atmosphere.
The discussion was completed.
6.E 21-0587 Undeveloped Park Development Prioritization GIS Tool
Mr. Turlove gave a presentation on the Department’s recent GIS equity analysis
completed as part of the Parks, Arts and Recreation Plan update.
The report was received.
7. REPORTS
Committee member Benson and Vice Chair Milliern gave an update on the Olympia
Metropolitan Park District’s May 5, 2021 meeting.
Committee members Barnes and Sandy gave an update on the Aquatic Center
Feasibility Study.

8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS
Mr. Turlove asked the Committee if they would prefer to continue meeting via Zoom or
would like to resume meeting in person. The Committee unanimously chose to resume
meeting in person.

The meeting adjourned at 8:15 p.m.

4. PUBLIC COMMENT
Citizens should email public comments to Laura Keehan (lkeehan@ci.olympia.wa.us) by 4:00pm on the
date of the meeting. Written public comments will be emailed to all committee members. Citizens may
share verbal comments at the meeting only if they have registered for the meeting on Zoom by 4:00pm on
the date of the meeting and indicated that they would like to speak.
During this portion of the meeting, community members may address the Advisory Committee or
Commission regarding items related to City business, including items on the Agenda. In order for the
Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters
and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make
public comments before the Committee or Commission in these two areas: (1) on agenda items for
