CALL TO ORDER The meeting was called to order at 6:03 p.m. 1.A ROLL CALL Present: 7 - Chair Maria Ruth, Vice Chair Brock Milliern, Committee member Brent Barnes, Committee member Barbara Benson, Committee member Spence Cearns, Committee member Kim Murillo and Committee member Alecia Johnson Absent: 2 - Committee member Kyle Guzlas and Committee member Tiffany Sandy 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0796 Approval of June 17, 2021, Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Bob Jacobs congratulated Jonathon Turlove on his upcoming retirement. He also shared thoughts on capital projects and land acquisition. 5. ANNOUNCEMENTS Parks Planning & Design Manager/Staff Liaison Laura Keehan announced the Yelm Hwy Community Park online meeting and survey are posted on Engage Olympia. She noted the three dog parks will open soon and PRAC members will be invited to the opening celebration. Ms. Keehan announced the Draft Parks Plan will be posted on Engage Olympia on September 1 and an online public meeting is planned for September 9 at 6:00 p.m. Finally, she let members know OPARD recently acquired the parcel at 9th Ave City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes August 19, 2021 Committee & Adams St SE and there may be a park naming public hearing at the October meeting 6. BUSINESS ITEMS 6.A 21-0757 Arts Program/Armory Update Arts Manager Stephanie Johnson gave an update on the Art Crossings project, new donated art pieces, and the new Poet Laureate. Arts Program Specialist Angel Nava provided an update on the Armory Creative Campus project. The report was received. 6.B 21-0795 2022-2027 Capital Facilities Plan (CFP) and Capital Asset Management Plan (CAMP) Finance & Policy Coordinator Tammy LeDoux and Senior Engineer Jake Lund presented the draft Parks Chapter of the Capital Facilities Plan and answered questions from PRAC members. The report was received. 7. REPORTS A. Olympia Metropolitan Parks Advisory Board (Barbara Benson and Brock Milliern) - None B. Aquatic Center Feasibility Study (Brent Barnes and Tiffany Sandy) - None 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS - None 9. PUBLIC COMMENT Citizens should email public comments to Laura Keehan (lkeehan@ci.olympia.wa.us) by 4:00pm on the date of the meeting. Written public comments will be emailed to all committee members. Citizens may share verbal comments at the meeting only if they have registered for the meeting on Zoom by 4:00pm on the date of the meeting and indicated that they would like to speak. During this portion of the meeting, community members may address the Advisory Committee or Commission regarding items related to City business, including items on the Agenda. In order for the Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Committee or Commission in these two areas: (1) on agenda items for which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. 5.
