CALL TO ORDER Chair Dobler called the meeting to order at 6:02 p.m. 1.A ROLL CALL Present: 8 - Chair Frederick Dobler, Vice Chair Jim Burlingame, Commissioner Rose Clifthorne, Commissioner Kathryn Dorgan, Commissioner Stacy Hicks, Commissioner Joe Batt, Commissioner Jace Hoag and Commissioner Shameka Gagnier Absent: 1 - Commissioner Kathy Murray OTHERS PRESENT Historic Preservation Officer Marygrace Goddu 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0862 Approval of August 12, 2021 Arts Commission Meeting Minutes Attachments: OAC 8.12.21 Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners discussed past and upcoming arts events. 6. BUSINESS ITEMS City of Olympia Page 1 Arts Commission Meeting Minutes September 9, 2021 21-0857 Cultural Access Ms. Goddu shared the Cultural Access briefing she recently presented at City Council, outlining the goals and history of the legislation, which was created to expand access to the arts for all. She noted there is a planning process starting to put an "Inspire Olympia" measure on the April ballot, which could result in approximately $2 million annually in sales tax revenue, similar to the recently passed Home Fund. Each community considering the tax has the opportunity to shape the use of the funds to provide the public benefit most needed in their community. The City plans to engage in public outreach efforts to determine the structure of funding best suited for Olympia, which will become the basis for the voter measure language. The information was provided. 21-0858 Review and Recommendation for Grants to Arts & Culture Organizations Application Attachments: Grants to Arts & Culture Organization Guidelines Grants to Arts & Culture Organization Review Matrix Grants to Arts & Culture Organizations Application Commissioners took a close look at the Grants to Arts and Culture Organizations application and review form, and identified a number of ways for the materials to be more supportive and inclusive. Staff made note of the changes and will share with Chair Dobler before posting. The discussion was completed. 7. REPORTS 21-0863 Committee Report Chair Dobler and Commissioner Clifthorne shared updates on the Olympia Art Adventure Club salmon mural walk, developed in partnership with PBIA, to be unveiled at Arts Walk. The report was received. 21-0864 Staff Report Ms. Johnson provided updates on Arts Walk, the Poet Laureate projects, City Hall exhibition, and Art Crossings. The report was received. 8.
