1. CALL TO ORDER
The meeting was called to order at 6:03 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
3.A 21-0869 Approval of August 19, 2021 Parks and Recreation Advisory Committee
Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Karen Messmer commented that funding used for other purposes during "exigent
circumstances" should be restored to OPARD.
5. ANNOUNCEMENTS
Staff Liaison Laura Keehan announced all three dog parks are open. A recognition with
photos will be shared at the September 28 Council meeting. Ms. Keehan noted she
emailed everyone an invitation to Jonathon Turlove's retirement open house.

6.A 21-0885 Summer Program Review
Program Manager Tad Earley provided an overview of the 2021 summer camp session.
The report was received.
6.B 21-0881 2022-2027 Capital Facilities Plan (CFP) Recommendation
Vice Chair Milliern moved, seconded by Committee member Murillo, to direct
the Chair to write a letter recommending approval of the Parks section of the
CFP. The motion passed unanimously.
6.C 21-0886 Draft Parks, Arts and Recreation Plan Briefing
Ms. Keehan gave an overview of the draft Parks, Arts & Recreation Plan and answered
questions from Committee members.
The discussion was completed.
6.D 21-0882 Regional Aquatic Facility Feasibility Study Briefing
Director Paul Simmons provided an overview of the proposed regional aquatic center.
The information was provided.
7. REPORTS
OMPD meets next month.
8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS - None

4. PUBLIC COMMENT
Citizens should email public comments to Laura Keehan (lkeehan@ci.olympia.wa.us) by 4:00pm on the
date of the meeting. Written public comments will be emailed to all committee members. Citizens may
share verbal comments at the meeting only if they have registered for the meeting on Zoom by 4:00pm on
the date of the meeting and indicated that they would like to speak.
During this portion of the meeting, community members may address the Advisory Committee or
Commission regarding items related to City business, including items on the Agenda. In order for the
Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters
and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make
public comments before the Committee or Commission in these two areas: (1) on agenda items for
which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public
Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for public office or a
ballot measure.
