The Committee will meet at the Squaxin Park Rose Garden Shelter. 1. CALL TO ORDER The meeting was called to order at 6:05 p.m. 1.A ROLL CALL Present: 7 - Chair Maria Ruth, Committee member Brent Barnes, Committee member Daniel Farber, Committee member Jamie Gerken, Committee member Kyle Guzlas, Committee member Alexandrea Safiq and Committee member Tiffany Sandy Absent: 2 - Committee member Spence Cearns and Committee member Kim Murillo 2. APPROVAL OF AGENDA The agenda was unanimously approved. 3. APPROVAL OF MINUTES 3.A 22-0920 Approval of September 15, 2022 Parks and Recreation Advisory Committee Meeting Minutes The minutes were amended to reflect that Committee member Gerken was present at the September 15 meeting. The minutes were approved as amended. 4. PUBLIC COMMENT Bob Jacobs spoke. 5. ANNOUNCEMENTS 1) PRAC committee member recruitment is open through December 16. 2) Laura Keehan is forwarding an email to committee members inviting them to anti-racism training at City Hall. Hoping to have the technology to conduct hybrid meetings starting with the January 2023 meeting. 4) No PRAC meeting for November or December 2022. 6. BUSINESS ITEMS 6.A 22-0945 Regional Fire Authority Impact on OPARD Funding Accountant Owen Thompson gave an overview of the impact the Regional Fire Authority would have on the General Fund revenue for Parks, Arts and Recreation. Committee member Farber moved, seconded by Committee member Safiq, to recommend the Olympia Metropolitan District Board take action to ensure that not just the letter but the actual intent of the Interlocal Agreement is met, and that potential passage of the RFA would not disproportionately diminish the Parks Department's funding compared to other City departments that rely on the General Fund, and that the structure of the funding be examined to reduce the impact of future variability in revenues. The motion carried by the following vote: Aye: 7 - Chair Ruth, Committee member Barnes, Committee member Farber, Committee member Gerken, Committee member Guzlas, Committee member Safiq and Committee member Sandy Absent: 2 - Committee member Cearns and Committee member Murillo 6.B 22-0931 Food Truck Hub Proposal for Gravel Lot Adjacent to Heritage Fountain Recreation and Facilities Director Scott River presented a proposed concept for a temporary food truck court adjacent to Heritage Fountain. He noted neighboring property owner Joe Illing would require City financed utility upgrades for power and water to the site.He reported the City would realize rental income over the next three years. Committee member Farber moved, seconded by Committee member Guzlas, to support the 3 year lease for a food truck hub located at the gravel lot next to Heritage Park Fountain, with the stipulation that the benches, picnic tables, and garbage/recycling be a responsibility of the Lessee. The motion carried by the following vote: Aye: 7 - Chair Ruth, Committee member Barnes, Committee member Farber, Committee member Gerken, Committee member Guzlas, Committee member Safiq and Committee member Sandy Absent: 2 - Committee member Cearns and Committee member Murillo 6.C 22-0961 Outdoor Recreation Briefing City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes October 20, 2022 Committee Outdoor Program Coordinator Mike Baker and Program Manager Tad Earley provided an update on the outdoor recreation program. They discussed activities throughout the year, including youth summer camps. They also touched on their stellar safety record, staffing issues, and working on a smooth registration system. The report was received. 6.D 22-0915 Percival Landing Re-visioning Briefing Director Paul Simmons gave a briefing on the Percival Landing re-visioning. He talked about the different sections making up Percival Landing. The conditions are constantly being monitored and repairs are made to keep Percival Landing safe and open to the public. Every five years an in-depth structural assessment is done on Percival Landing. The Committee would like to launch an RFQ. Committee member Gerken volunteered to be involved with the RFQ. The Committee came up with a list of considerations and recommendations for the Percival Landing Re-visioning: - Coordination with the Estuary project - Include a Percival Landing walk and talk with the consultant team and PRAC - Add an item to PRAC's 2023 work plan to review alternatives - Include a focus on the multi-modal aspects and climate aspects in the Landing re-visioning process The report was received. 7. REPORTS Committee Member Farber reported he received the draft letter from OMPD regarding the RFA. Laura Keehan will send the letter to PRAC members. 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS 9.
