CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 11 - Chair Darren Mills, Vice Chair Ken Adney, Boardmember Sarah Adams, Boardmember Mary Corso, Boardmember Janis Dean, Boardmember Ruthann Goularte, Boardmember Bobbi Kerr, Boardmember Connie Phegley, Boardmember Manuel Rincon, Boardmember Phil Rollins, and Boardmember Jeffrey Trinin Excused: 1 - Boardmember David Rauh 2. APPROVAL OF AGENDA Boardmember Corso moved, seconded by Boardmember Trinin, to approve the agenda. The motion was approved by the following vote: Aye: 11 - Chair Mills, Vice Chair Adney, Boardmember Adams, Boardmember Corso, Boardmember Dean, Boardmember Goularte, Boardmember Kerr, Boardmember Phegley, Boardmember Rincon, Boardmember Rollins and Boardmember Trinin Excused: 1 - Boardmember Rauh 3. APPROVAL OF MINUTES 3.A 14-0160 Approval of January 9, 2014 Meeting Minutes. Boardmember Trinin moved, seconded by Boardmember Corso,to approve the minutes. PUBLIC COMMENT - None City of Olympia Page 1 PBIA Advisory Board Meeting Minutes February 13, 2014 5. AMBASSADOR UPDATE Ambassador Program Manager Rob Richards reported that the program is planning a volunteer clean up event on the second Saturday of each month beginning in March or April. These cleaning events would take place throughout the summer months of the year. Downtown needle pick up will be handled by Clean Team and will coordinate with the City of Olympia Probation Crew for needles found outside of downtown Olympia. To report a found needle, call 360-570-3900. 6. ANNOUNCEMENTS Downtown Liaison Brian Wilson reported that the Alcohol Impact Area will begin February 15, 2014. Nine high-alcohol, low-cost products will be banned from being sold in 9 off-premises retail locations in downtown Olympia. City staff will continue to collect data and monitor police contacts and beer can litter throughout the year. If other products begin to become a problem, the city can petition the Washington State Liquor Control Board to add products to the list. 7. BUSINESS ITEMS 7.A 14-0158 People’s House Update Interfaith Works Shelter Coordinator Meg Martin gave a status update on the People 's House. She reported that they are considering 113 Thurston Avenue NE as a potential location for the proposed low-barrier shelter. Ms. Martin reported that People's House organizers have been reaching out to neighboring businesses in an effort to increase awareness of their proposal. Interfaith Works will be hosting a public forum which will include an informational presentation and question and answer session on February 19, 7:00 p.m., at Temple Beth Hatfiloh. The information was provided. 7.B 14-0159 Annual Retreat Planning Downtown Liaison Brian Wilson reported that Ben McConkey from LOTT Clean Water Alliance will facilitate the 2014 PBIA Annual Retreat. The Board agreed to have the retreat on March 30, 9:30 a.m. to noon at City Hall Council Chambers. The Board also agreed to cancel the April 10 business meeting and focus the entire month on committee work. The decision was approved. 8. REPORTS City of Olympia Page 2 PBIA Advisory Board Meeting Minutes February 13, 2014 Partnership Committee Committee Chair Corso reported on the upcoming PBIA ratepayer survey. The partnership committee decided on questions and demonstrated the online survey to the board. Ratepayers will be notified about the survey through the mail (informational sheet included with February ballots). Ratepayers will also be notified via e-mail and in person by the Ambassadors. Clean & Safe Committee Committee Chair Adams reported that the bar/tavern meeting was well attended. Nearly 25 bar owners and bartenders met with Clean & Safe committee members in an effort to increase communication with night time business owners . The topics included: police presence, 24-hour bathroom needs, and needle abatement. Mr. Adams and Boardmember Phegley will meet with Olympia Police Chief Ronnie Roberts to report on what was discussed. The Clean & Safe Committee plan on hosting a community meeting on February 21. The topic of discussion will be drug and alcohol abuse in downtown Olympia. Marketing Committee Boardmember Rollins reported that the committee is looking into a variety of advertising opportunities including the Olympian, Thurston Talk, Visitor & Convention Bureau, Thurston County Chamber, and numerous other publications. The committee plans on promoting the itsyourolympia.com website through banners. 9. OTHER TOPICS Boardmember Rollins reported that on weekends, the display screens on the new parking meters alternated between a free parking message and the cost of parking. He contacted the city and now the meters only display the free parking message on weekends and after 5:00 p.m. on weekdays. Board Chair Mills announced that this will be his last meeting with the Board. The board thanked him for his service. Several members noted Chair Mills' leadership as Board Chair through an evolving time with the PBIA. The board made it clear that he will be missed. 10.
