APPROVAL OF MINUTES 3.A 14-0255 Approval of February 13, 2014 PBIA Board Meeting Minutes Boardmember Corso moved, seconded by Boardmember Dean, to approve the minutes. The motion carried by unanimous vote. 4. PUBLIC COMMENT * Lara Anderson, Red Door Interiors, expressed concern about the recent closure of Wind Up Here Toys. She is interested in the roles of several stakeholder groups in the community and how to help improve conditions in downtown Olympia. * April Potts, community member, expressed her desire for a safer and more productive downtown. She wants to engage Olympia residents to get involved. *Julie Meyer, community member, reported that she is friends with several downtown City of Olympia Page 1 PBIA Advisory Board Meeting Minutes March 13, 2014 business owners. She shared their concerns about current economic conditions in downtown and expressed an interest in learning more about how to get involved. * Sheila Irish, Diamond Parking, expressed a desire to learn more about the PBIA. She reported that she is the "Downtown Manager" for several parking lots owned by Diamond Parking in downtown Olympia. * Richenda Richardson, Childhood's End Gallery, reported that she has been looking over the PBIA budget for the last few years. She noted that the PBIA has spent $33,000 on the PBIA website over the years. She expressed that she feels the website is poor and requested that the funds be spent elsewhere. She suggested the PBIA work with the Olympia Downtown Association (ODA) and Visitors Convention Bureau (VCB) to have one single website to promote Downtown Olympia. 5. AMBASSADOR UPDATE * Rob Richards, Downtown Ambassador Program Manager, reported that Operation Deep Clean will take place in July and August. He reported that in order for the pressure washing to occur, the Clean Team needs a water spigot. They will coordinate with Public Works to have trashcans pressure washed at the same time . * Brian Wilson, City of Olympia Downtown Liaison, reported that the cost of maintenance and repair of the Green Machine Sidewalk Sweeper exceeds the cost of the unit. The City of Olympia is planning on selling the sweeper. Wilson said he will be checking to see if the proceeds can go toward PBIA Clean & Safe projects. * Richards reported the beginning of the "Second Saturday Spruce Up," a volunteer clean up event organized by the Ambassador Program. In March, Washington Center for Performing Arts employees and family members assisted the Clean Team in a focused cleaning event around the Washington Center block . Richards reported that next month the Arbutus Folk School employees and volunteers will be working with the Clean Team to Spruce Up their block. * Sarah Adams expressed the importance that the Clean Team be friendly to everyone downtown. 6. ANNOUNCEMENTS * Cynthia Collins (Precisely Right Accounting) and Sunday Williams (Spidermonkey Tattoos) are newly elected board members. 7. BUSINESS ITEMS 7.A 14-0254 2014 PBIA Retreat Agenda * Brian Wilson, Downtown Liaison, distributed a draft agenda for the upcoming March 30, 2014 retreat. The proposed theme of the retreat focuses on sub-committee work plans. Sub-committees will participate in break-out sessions where they will decide their 2014 work plan, schedule for action, delegate tasks, and identify performance measurements. In addition, the board will nominate and vote on the 2014 Board Chair. The information was provided. City of Olympia Page 2 PBIA Advisory Board Meeting Minutes March 13, 2014 8. REPORTS Partnership Committee Report (Mary Corso) * Survey Update: 30 responses so far. Ambassadors will deliver survey reminder to business owners in the coming week. * Brian Wilson will summarize the survey results at the retreat. * The ODA had a branding meeting. Mary Corso expressed the importance of the PBIA working closely with the ODA and VCB on rebranding downtown. Mary Corso, Jerry Farmer (ODA President), Connie Lorenz, and Brian Wilson will meet in the near future to discuss the rebranding process. Clean & Safe Committee (Sarah Adams) * Connie Phegley and Sarah Adams met with Chief Roberts and Lt. Paul Lower to discuss feedback they received from meeting with bar/tavern owners and bartenders. The Chief said nightly weekend patrol wouldn't be in affect until Summer 2015 at the earliest. * Several board members expressed concern about not seeing the Walking Patrol as often as they used to. Jeannine Roe said she would communicate that message to City Council. She encouraged board members and community members to attend City Council meetings and participate in public comment. * The committee will work on launching an interactive campaign for cigarette butt disposal in May. Marketing Committee (Janis Dean) * Dean reported that the committee will work on a more cohesive outreach strategy in marketing. * Sarah Adams asked the committee to respond to Richenda Richardson 's feedback regarding the website. Janis Dean explained that the website has transitioned between three companies since the beginning of the PBIA. The committee will discuss the website at the retreat. 9. OTHER TOPICS * Bobbi Kerr reported that there is a reduction of parking on 5 th Avenue and Capitol Way due to sewer work. Phil Rollins would like to see some leased lots turned into metered parking for those who don't parallel park. * Phil Rollins will speak to CP&D Program and Planning Supervisor Karen Kenneson about a new solution to the temporary no parking signs because they are unreadable. * Jeannine Roe suggested that Caffe Vita should get a reminder about the law of no smoking within 25 feet of an entrance to a business. * Connie Phegley reported that she attended the Community Renewal Area meeting as a PBIA representative. She encouraged anyone interested or concerned with blight, empty properties, or the isthmus should get involved. * Jeffrey Trinin recommended everyone to attend Cat on a Hot Tin Roof at the State Theater. * Ken Adney reported that Drug Free Zones in downtown Olympia was discussed at the Land Use and Environment Committee. They recommended the Zones be City of Olympia Page 3 PBIA Advisory Board Meeting Minutes March 13, 2014 adopted and forwarded the issue to City Council. 10.
