CALL TO ORDER Chair Corso called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 12 - Chair Mary Corso, Vice Chair Sarah Adams, Boardmember Ken Adney, Boardmember Janis Dean, Boardmember Ruthann Goularte, Boardmember Jeannine Kempees, Boardmember Bobbi Kerr, Boardmember Connie Phegley, Boardmember David Rauh, Boardmember Phil Rollins, Boardmember Jeffrey Trinin, and Boardmember Sunday Williams Excused: 1 - Boardmember Cynthia Collins 2. APPROVAL OF AGENDA Boardmember Dean moved, seconded by Boardmember Trinin, to approve the agenda. The motion carried by the following vote: Aye: 12 - Chair Corso, Vice Chair Adams, Boardmember Adney, Boardmember Dean, Boardmember Goularte, Boardmember Kempees, Boardmember Kerr, Boardmember Phegley, Boardmember Rauh, Boardmember Rollins, Boardmember Trinin and Boardmember Williams Excused: 1 - Boardmember Collins 4. PUBLIC COMMENT Melissa Hammond, manager of the Brotherhood, expressed an interest in filling a vacant spot on the PBIA board. Vice Chair Adams moved, seconded by Ken Adney, to approve Ms. Hammond filling the vacancy until the end of 2014. The motion passed unanimously. Hammond will serve until the end of 2014 and can submit her name for the 2015 Board election ballot if she wishes. 5. DOWNTOWN AMBASSADOR UPDATE Program Manager Rob Richards updated the board on the Downtown Ambassador City of Olympia Page 1 PBIA Advisory Board Meeting Minutes July 10, 2014 Program. The expansion of the Clean Team from three to four members has been a success. Cleaning stats have dramatically increased, noting a 200% increase in graffiti tags removed in downtown Olympia. The Ambassador Program is also hosting a "Play at the Well" summer series which will occur on three consecutive Saturdays beginning July 26. The events will all be family-friendly. Performances will include the Olympia Family Theater, Heartsparkle Players, and Blue Laces. Amenities will include food trucks, activities for kids, and a basketball hoop. Boardmember Dean expressed concern about leaf removal in downtown Olympia. Mr. Richards explained that the clean team has expanded resources toward leaf removal and will communicate with boardmembers at a later date about how the clean team can find ways to be more effective. 5. ANNOUNCEMENTS There will be de-escalation and personal safety training on July 25. It will be provided by the Thurston County Health Department. Space is limited and it is important to RSVP. Boardmember Adney announced there will be a Shoreline Master Plan hearing at the Olympia Center in room 222 on July 31. CONVERSATION ON PBIA OUTREACH Chair Corso emphasized the importance of connecting with PBIA ratepayers and keeping them informed on how to get involved. In an effort to increase communication, the partnership committee plans on updating the PBIA ratepayer email list. All boardmembers agreed to work together to contact all ratepayers and obtain updated email contact information. This outreach will be completed by the August board meeting. 7. REPORTS Partnership Committee: Boardmember Kerr provided the Partnership Committee Report. The Committee is currently working on the next newsletter which will be sent to ratepayers in August. The Committee wants to update the welcome packet which will include information from the June annual meeting. Boardmember Kerr reported the ODA has asked the Board to participate in a city-wide branding process. In addition, the Fall Cleanup will occur on September 26. The event will differ from previous years as this time it will partner with the United Way of Thurston County's Day of Caring. City of Olympia Page 2 PBIA Advisory Board Meeting Minutes July 10, 2014 Clean & Safe Committee: Boardmember Phegley provided the Clean & Safe committee report. She reported the Griswold's "Love and Respect" mural has been completed. The mural was a partnership between several downtown businesses, the Downtown Ambassador Program Clean Team, and muralist Vince Ryland. The Committee continues to work with Zeigler's on cigarette butt recycling containers. Two prototypes will be installed on 4th Avenue to test the effectiveness of different models. The Committee met with Parks, Arts, and Recreation Director Paul Simmons regarding the Artesian Commons. A call for artists will be released as soon as the building owner signs an access agreement with the City. The Committee will also be working on organizing a 4th Avenue Clean & Safe focus group which will include businesses located on the 200-400 blocks of 4th Avenue. Attendees will strategize how they can play a part in creating a clean and safe environment. Marketing Committee: Boardmember Dean provided the Marketing Committee report. The Committee met with Community Planning & Development Business Manager Karen Kenneson regarding marketing strategies for the new parking meter token program. Boardmember Phegley suggested marketing at the Lakefair Information Booth. Boardmember Dean moved, seconded by Boardmember Trinin, to spend $150 to purchase 300 parking tokens for the Downtown Ambassadors to hand out to visitors during Lakefair. The motion passed unanimously. Boardmember Williams offered to communicate with the Downtown Ambassadors on a marketing message. Boardmember Rollins reported the downtown walking maps are currently being created. Estimated finish date is July 18. He added that Diamond Parking has offered to hand out website sign-up instructions to businesses. 9. ADJOURNMENT The meeting adjourned at 7:21 p.m. City of Olympia Page 3
