1. CALL TO ORDER
Chair Corsco called the meeting to order at 6:00 p.m.

2. APPROVAL OF AGENDA
A discussion of candy for the Halloween event was added.
The agenda was approved as amended.
3. APPROVAL OF MINUTES
3.A 14-0989 Approval of September 11, 2014 PBIA Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Community member Nicki McCoy announced The Volcano is changing its Experience
Olympia page to Downtown Olympia to reduce the advertising costs. The Ranger, the
local military paper, will also include this page.

6. AMBASSADOR UPDATE
Mr. Richards reported the Olympia Downtown Association (ODA) is attempting to fill
the open position by the end of October.
Discussion:
- Questions about service calls.
- Improvements in quality of life from shopkeepers.
- Increase in marketing and promotion inquiries.
- Postcard survey to downtown businesses.
- Importance of feedback for program development.
- Positive response from street kids regarding the ambassadors.
7. BUSINESS ITEMS
Ms. Schlecht gave a presentation on the Crime Prevention Through Environmental
Design (CPTED) Safety Program. She discussed the $20,000 grant which will support
projects to make downtown safer. She announced initial funding decisions to be made
December 14, 2014.
Discussion:
- Concern about high crime area criteria which require property owner to match funds
to the loan program.
- Questions about the number of participating projects.
- Concern over public funds being used to paint private buildings.
Boardmember Rauch proposed $500 to sponsor candy for the Halloween event. He
provided a press release.
Discussion:
- The event, hosted by Archibald's, is an opportunity to turn downtown into a
Halloween destination.
- Importance of business participation.
Boardmember Adams moved, seconded by Boardmember Trinin, to approve the
requested $500. The motion passed unanimously.
8. REPORTS
Clean & Safe Committee:
Boardmember Adams gave a report which included information about the Artesian
Well muralist selection of Jean Nagai and Scott Young and a street kid's survey.
Discussion:
- Community awareness about creating a more functional space at the Artesian Well.
- Challenges funding the walking patrol which impacts oversight for the general area.
- Residents have expressed concern over the noise resulting from a basketball court

installation.
Mr. Wilson recommended attendance at the Land Use and Environment Committee
meeting on October 23, 2014. He will email Boardmembers meeting details.
Marketing Committee:
Mr. Wilson gave a report.
Discussion:
- Street banners to advertise free parking two weeks prior to Christmas.
- Parking tokens design.
- Advertising in The Olympian will cost the same and Sunday Williams will help design
the ad for the Holiday event.
- Where will voting take place?
- More support for downtown press coverage.
Partnership Committee
Mr. Wilson gave a report about the PBIA budget survey and announced a November
results meeting which will include survey participants.
