CALL TO ORDER Vice Chair David called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 8 - Vice Chair Jacob David, Boardmember Alden Davis, Boardmember Janis Dean, Boardmember Sophia Landis, Boardmember Monique Ossa, Boardmember Kyle Radanovic, Boardmember Oliver Stormshak and Boardmember Shannon Tiegs Excused: 1 - Chair Melissa Hammond Absent: 2 - Boardmember Anne Gavzer and Boardmember David Rauh 1.B OTHERS PRESENT PUblic Works Waste ReSources Director Gary Franks Public Works Senior Planner Ron Jones Olympia Lamplighters Director Avalon Kragness Staff Liaison Max DeJarnatt 2. APPROVAL OF AGENDA Agenda item 6.C was added after notices were sent out and prior to the meeting. The agenda was approved as amended. 3. APPROVAL OF MINUTES 3.A 23-0969 Approval of October 4 2023 PBIA Advisory Board Meeting Minutes The minutes were approved. 3.B 23-0970 Approval of October 11, 2023 PBIA Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None City of Olympia Page 1 PBIA Advisory Board Meeting Minutes November 1, 2023 5. ANNOUNCEMENTS Mr. DeJarnatt announced the South Sound Music Summit will be at the Olympia Armory, and the Downtown Halloween event had 55 participating businesses with 350 pounds of candy distributed. 6. BUSINESS ITEMS 6.A 23-0966 Update on Makers Market contract Ms. Kragness gave an update on the Makers Market. She reviewed potential designs with the Board and asked for feedback on the direction in which they should proceed. Boardmember Tiegs moved, seconded by Boardmember Landis, to assign Boardmembers Landis and Davis as ad hoc subcommittee members to follow up with the marketing design. The motion passed unanimously. 6.B 23-0967 Update on City Waste Management Mr. Franks and Mr. Jones presented an update on the City's Waste Management program. The discussion was completed. 6.C 23-0987 ADDED DURING MEETING - Holiday Décor Funding Request Boardmembers discussed the approval of $5000 for Downtown holiday decor. Boardmember Davis moved, seconded by Boardmember Tiegs, to approve $5000 for Downtown holiday decor. The motion carried by the following vote: Aye: 7 - Boardmember Davis, Boardmember Dean, Boardmember Landis, Boardmember Ossa, Boardmember Radanovic, Boardmember Stormshak and Boardmember Tiegs Nay: 1 - Vice Chair David Excused: 1 - Chair Hammond Absent: 2 - Boardmember Gavzer and Boardmember Rauh 7. REPORTS - None 8. OTHER TOPICS 8.A 23-0971 Round Table Discussion Boardmember Davis said the Halloween candy was unpopular with the kids. Boardmember Davis noted the color palette of the new YMCA mural is unpopular and City of Olympia Page 2 PBIA Advisory Board Meeting Minutes November 1, 2023 feels drab.
