1. CALL TO ORDER
Chair Millar called the meeting to order at 6:30 p.m.

The agenda was approved.

3.A 20-0143 Approval of January 27, 2020 Planning Commission Meeting Minutes
The minutes were approved.

The following people spoke about the Housing Options Code: Phyllis Booth and Bob
Jacobs.

6.A 20-0127 Downtown Design Guidelines and Related Code Amendments - Public

Hearing
Ms. Phillips shared an informational PowerPoint presentation on the Downtown design
guidelines and related code amendments.
The public hearing was opened at 7:13 p.m. Chris van Daalen spoke. The public hearing
was closed at 7:18 p.m.
The Commission requested additional information from staff to be presented at the
February 24 Planning Commission meeting under file 20-0175.
The public hearing was held and closed.
6.B 20-0135 EPA Brownfields Grant Update
Mr. Reid provided a briefing on the Environment Protection Agency (EPA) Brownfield
Grant and handed out a flyer advertising an open house to be held on February 24, 2020.
The report was received.
6.C 20-0130 Preliminary 2020-2021 Planning Commission Work Plan
The following changes were recommended:
Item 3.3, Thurston Climate Mitigation Plan - address current best available science and
consistency with county and state goals.
Item 3.6, Park Projects Briefing - include information regarding park master plans and
use of the Greenprint tool.
Commissioner Ehlers moved, seconded by Commissioner Richmond, to
recommend approval of the preliminary 2020-2021 Planning Commission Work
Plan with the recommended changes. The motion passed unanimously.
7. REPORTS
Commissioners reported on outside meetings attended.
