1. CALL TO ORDER
Chair Langer called the meeting to order at 5:34 p.m.

Commissioner Jim Randall joined the meeting via conference call.

The agenda was approved.

6.A 17-0973 Independent Salary Commission’s Proposed Salary and Compensation
Schedule
Administrative Services Deputy Director Debbie Sullivan reviewed the Salary and
Compensation Schedule the Commission drafted at the September 13, 2017 meeting.
Ms. Sullivan presented the current benefits offered to City Council -- life insurance,
long-term disability, employee assistance program. Council can also elect to participate
in the Department of Retirement System, deferred compensation program and set up a

flexible spending account.
Commissioner Turner stated she supports the salary and compensation schedule. She
said she would have preferred incremental increases over time; however, since the
Commission can't bind future Commissions she supports the current proposal.
Chair Langer indicated the salary increase is catching Council up with the COLAs
received by City employees since 2008, making up for the lack of salary increase.
Commissioner Turner moved, seconded by Commissioner Severn, to approve
the Independent Salary Commission's Salary and Compensation Schedule.
The motion carried by unanimous vote.
7. REPORTS - None
8. OTHER TOPICS
The Salary and Compensation Schedule will take effect 30 days upon filing with the City
Clerk pending a referendum petition. Chair Langer signed the Schedule on September
19, 2017. It will be filed with the City Clerk on September 20, 2017.
9. ADJOURNMENT
Chair Langer adjourned the meeting at 5:48 p.m.
