CALL TO ORDER Co-Chair Chan called the meeting to order at 6:03 p.m. 1.A ROLL CALL Present: 10 - Commissioner Parfait Bassalé, Co-Chair Genevieve Chan, Commissioner Mark Hodgson, Commissioner Rachelle Martin, Commissioner Kevin Mattison, Commissioner Fauziya Mohamedali, Commissioner Wesley Nguyen, Commissioner Marianne Ozmun-Wells, Commissioner Robin Rosen-Evans and Commissioner Larry Watkinson Absent: 1 - Commissioner Jessicarae Nuñez 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 23-0367 Approval of March 27, 2023 Social Justice and Equity Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT- NONE 5. ANNOUNCEMENTS Diversity, Equity and Inclusion Program Manager Tobi Hill-Meyer gave the following announcements: · Truclusion, the consultants for the Community Discrimination Assessment, are finalizing a first draft of a survey that will go out to the community. · The City's Olympia Strong program includes an economic resiliency plan that has taken a strong look at equity. BUSINESS ITEMS 6.A 23-0285 Discuss the Civilian Oversight of Law Enforcement Project Approach and Timeline Assistant City Manager Debbie Sullivan gave a presentation about the work that SDM Consulting and the Social Justice Equity Commission will do for the Civilian Oversight of Law Enforcement Project. SDM Consulting Project Manager Sam Martin introduced his team and explained how they are going to develop their oversight recommendations. The discussion was completed. 6.B 23-0371 Approval of the May 27 Social Justice and Equity Committee Retreat Objectives Commissioner Bassalé moved, seconded by Commissioner Ozmun-Wells, to approve the objectives for the May 27 Social Justice and Equity Committee Retreat. The motion carried by the following vote: Aye: 10 - Commissioner Bassalé, Co-Chair Chan, Commissioner Hodgson, Commissioner Martin, Commissioner Mattison, Commissioner Mohamedali, Commissioner Nguyen, Commissioner Ozmun-Wells, Commissioner Rosen-Evans and Commissioner Watkinson Absent: 1 - Commissioner Nuñez 6.C 23-0262 Discussion on Lodging Tax Application and Award Process Improvement Economic Development Director Mike Reid and Program Specialist Amelia Layton gave a presentation and Commissioners asked clarifying questions. The discussion was completed. 6.D 23-0288 Co-Chair Election Commissioner Ozmun-Wells moved, seconded by Commissioner Watkinson, to elect Commissioner Bassalé as Co-Chair. REPORTS Assistant City Manager Debbie Sullivan reported the Social Justice Equity Committee will have one week to review the Civilian Police Auditor's draft report about the Olympia Police Department. Commissioners are encouraged to give feedback and share their initial reactions to the report. 8. OTHER TOPICS - None 9.
