CALL TO ORDER The meeting was called to order at 6:01 p.m. 1.A ROLL CALL Present: 10 - Co-Chair Parfait Bassalé, Co-Chair Genevieve Chan, Commissioner Rachelle Martin, Commissioner Kevin Mattison, Commissioner Fauziya Mohamedali, Commissioner Wesley Nguyen, Commissioner Jessicarae Nuñez, Commissioner Marianne Ozmun-Wells, Commissioner Robin Rosen-Evans and Commissioner Larry Watkinson Excused: 1 - Commissioner Mark Hodgson 2. APPROVAL OF AGENDA The agenda was approved. 3. PUBLIC COMMENT - NONE 5. ANNOUNCEMENTS Diversity, Equity and Inclusion Program Manager Tobi Hill-Meyer announced that Truclusion consultants have gone live with the Community Discrimination Assessment. BUSINESS ITEMS 6.A 23-0557 Models of Community Oversight of Law Enforcement Discussion Sam Martin from SDM Consulting presented information on community oversight models, including common goals and principles of oversight, best practices and various structures. Commissioners asked clarifying questions. The discussion was completed. 6.B 23-0555 Create a Social Justice and Equity Subcommittee Commissioner Ozmun-Wells moved, seconded by Commissioner Rosen-Evans, to create a Social Justice and Equity Subcommittee. The motion carried by the following vote: Aye: 10 - Co-Chair Bassalé, Co-Chair Chan, Commissioner Martin, Commissioner Mattison, Commissioner Mohamedali, Commissioner Nguyen, Commissioner Nuñez, Commissioner Ozmun-Wells, Commissioner Rosen-Evans and Commissioner Watkinson Excused: 1 - Commissioner Hodgson 6.C 23-0567 Appoint Commissioners to Social Justice Equity Commission Subcommittee Commissioner Watkinson moved, seconded by Commissioner Nguyen, to appoint Commissioner Mohamedali, Commissioner Nuñez, Commissioner Ozmun-Wells, Commissioner Mattison, Commissioner Martin, Commissioner Hodgson, Commissioner Rosen-Evans and Commissioner Bassalé to a Social Justice and Equity Subcommittee. The motion carried by the following vote: Aye: 10 - Co-Chair Bassalé, Co-Chair Chan, Commissioner Martin, Commissioner Mattison, Commissioner Mohamedali, Commissioner Nguyen, Commissioner Nuñez, Commissioner Ozmun-Wells, Commissioner Rosen-Evans and Commissioner Watkinson Excused: 1 - Commissioner Hodgson 6.D 23-0546 Co-Chair’s Briefing to City Council on Police Auditor’s Report Co-Chair Bassalé and Co-Chair Chan briefed Commissioners on their discussion with City Council regarding the Police Auditor's report. OTHER TOPICS Commissioner Watkinson discussed the importance of having an avenue for Commissioners to bring up issues around discrimination and injustices that they see in the community. He gave the example of how many people in the disability community are experiencing discrimination in access to services due to lack of sidewalk maintenance and vegetation management. 9.
