CALL TO ORDER Chair Curtz called the meeting to order. 1.A ROLL CALL Present: 5 - Chair Thad Curtz, Vice Chair Margaret Drennan, Committee member Michelle Barnett, Committee member Steve Fossum and Committee member Roger Wilson Absent: 3 - Committee member David Dunn, Committee member Dever Kuni and Committee member Chris Ward 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 16-0131 Approval of January 7, 2016 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Bob Jacobs provided public comment on earthquake and emergency preparedness. He attended a recent meeting where the State Emergency Management Department presented information. The State predicts that a massive earthquake will make utilities, such as water and sewer, inoperable for several weeks. He urged the UAC to think about this topic and how to best prepare our community. 5. ANNOUNCEMENTS Chair Curtz said he will not research suggested changes to the LOTT and City rebate programs for water conservation. Water Resources Director Andy Haub announced the discussion during the UAC's January 7 meeting on water conservation/water loss strategies was presented prematurely. The City is not expecting as much excess drinking water funds as first predicted. The excess drinking water funds will go into the Capital Facilities budget. Committee member Barnett reported LOTT board meetings are now televised on TCTV. 6. BUSINESS ITEMS 16-0132 Applying Community Based Social Marketing (CBSM) to Stormwater Education and Outreach Programs Environmental Services Senior Program Specialist Susan McCleary and Surface Water Quality Planner Jeremy Graham presented information on the concepts of community based social marketing (CBSM). Water Resources, Environmental Services utlizes CBSM tools within certain education and outreach programs to change adverse behaviors. Most recently CBSM concepts were used with Olympia's Natural Lawn Care and Business Pollution Prevention program. Staff provided a summary and statistics from these programs. Staff will soon use the CBSM approach to educate citizens to reduce construction runoff (both residential and commerical). Construction runoff is shown to adversely affect water quality. The information was received. 16-0133 Reclaimed Water Infiltration Study Update Senior Program Specialist Donna Buxton presented information on the LOTT reclaimed water infiltration study. The multi-year study is currently at the midway point. The study primarily explores the risks of infiltrating reclaimed water into groundwater due to chemicals that may remain in the water from products people use every day, such as artificial sweetners, medicines and personal care products.
