Stat. § 19.84, notice is hereby given to the public by the Village President, that the following meeting will be held: Meeting: Diversity, Equity, & Inclusion (DEI) Committee Date: Thursday, October 12, 2023 Location: Fireside Room, People’s United Methodist Church Time: 6:30 PM f Note: Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format must contact the Village Clerk at (608) 835-3118, 101 Alpine Parkway, Oregon, Wisconsin, at least twenty-four (24) hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request. MEETING MINUTES 1) Call to Order. The meeting was called to order at 6:30 p.m. 2) Roll Call. Present: Lori Anderson, Dan Dick, Luis Loya, Tim Higgins, Carlene Bechen (VB Trustee) Absent: Rachel Wagabaza (excused) 3) Approval DEI Committee meeting minutes a) September 7, 2023 The meeting minutes were approved. 4) Business (Items are for discussion and / or potential action). a) Continue reviewing Village of Oregon and Oregon Police Department policies and ordinances as it relates to diversity, equity, and inclusion initiatives throughout the community and overall business in the Village. 1. Village of Oregon Diversity, Equity & Inclusion Committee Statement The members reviewed the statement. It was noted that the statement provides the Village Board with goals for the DEI Committee as well as creating accountability. 2. Oregon Police Department Policies a. Juvenile Procedures: School Resource Officer Program Reflected on past conversation with Chief of Police Pagenkopf, making note of standouts. Alyssa previously shared the perspective of other students toward the resource officer. Shared that there was common discomfort with the resource officer position amongst kids. Page 1 of 3  The Chief of Police recommended investigating expanding how resource officer can respond to hate crimes and hate speech. The committee discussed the opportunity of implementing a restorative justice measure. Carlene expressed willingness to follow up with the Chief of Police to map out next steps toward what a policy on this could look like. b. Traffic Stops & Approaches: Procedure The policy outlines officer discretion and their concerns of potential discrimination and the difficulty of assessing this. The members discussed potentially investigating traffic citation complaints further. They also discussed how traffic stop and holding policies may differentially impact transgender people and if there is guidance if perceived gender matches driver license. 3. Village of Oregon Ordinances a. Chapter 12 - Licenses & Permits b. Chapter 9 - Public Peace & Good Order c. Chapter 10 - Public Nuisance d. Chapter 14 – Building Code – Section 14.10 (3) - Building Inspector Records Kept e. Chapter 2 – Village Board – Section 2.12 – Board Committees 4. Village of Oregon Employee Handbook Specifically, how the Village recruits, hire and retains people from diverse groups. Martin Shanks, Village Administrator, offered to attend the DEI Committee meeting to discuss Village policies and ordinances. 5. Discuss concrete outcomes. Are there specific areas where we think the DEI Committee can have a positive impact in the Village? Carlene will ask Chief Pagenkopf about hate crime policies and setting up conversation with students, student leaders, School Resource Officer (SRO), committee with how to create/implement this. Carlene will ask Chief Pagenkopf about the traffic stop complaint review process and determine what information is available for external review. Carlene will invite Administrator Shanks to attend the next DEI Committee meeting. DEI Committee members will review the Employee Handbook and ordinances (listed below) and submit questions for Martin before October 26, 2023. i. Village of Oregon Ordinances 1.
