Pursuant to Wis. Stat. § 19.84, notice is hereby given to the public by the Village President, that the following
meeting will be held:
Meeting: Diversity, Equity, & Inclusion (DEI) Committee Date: Thursday, September 7, 2023
Location: Fireside Room, People’s United Methodist Church Time: 6:30 PM

Note: Any person who has a qualifying disability as defined by the Americans with Disabilities Act that

MEETING MINUTES
1) Call to Order.
The meeting was called to order at 6:30 p.m.
2) Roll Call.
Present: Lori Anderson, Alyssa Pillar-Kellman (student member), Dan Dick, Luis Loya, Tim
Higgins, Carlene Bechen (VB Trustee)
Absent: Rachel Wagabaza
Also present: Oregon Police Department Police Chief Jennifer Pagenkopf
3) Approval DEI Committee meeting minutes
a) July 6, 2023
b) August 3, 2023
The meeting minutes were approved.
4) Business (Items are for discussion and / or potential action).
a) Review and discuss individual results on the Harvard Implicit Association Test (IAT) -
https://edib.harvard.edu/implicit-association-test-iat and presentation “Data Driven” DEI
prepared by Dan Dick (presentation in packet).
Dan Dick reviewed his presentation provided in the packet of information. Committee
members shared their results and discussed what the implications of the results mean. It
was noted the IAT test looked for implicit bias in quick responses. Some members
expressed their frustration of how the test works as it was sometimes hard to interpret.
b) Conversation with Chief Pagenkopf regarding how Oregon Police Department (OPD)
Policies are developed and ways that the DEI Committee and OPD can collaborate.
Chief Pagenkopf, Oregon Police Department (OPD), was in attendance for this item. She
mentioned she has been with the department for several years. She noted there have been
some negative experiences that have happened within the department but is striving to

make things different and better. The department consists of 18 sworn officers, 3 of which
are women. She noted there are currently two (2) vacancies in the department. She noted
the department remains committed to hiring exemplary staff. She noted the hiring pool for
law enforcement has decreased over the years. She reported when she applied there were
easily 100 + applicants compared to the 8-10 applications now received. She noted the
department remains committed to finding the right person for the position and this typically
means sending the applicant through the police academy (3 – 4 month) training process.
She indicated a major goal for the department is to operate with a two-officer per shift
minimum.
c) Begin reviewing Village of Oregon and Oregon Police Department policies and ordinances
as it relates to diversity, equity, and inclusion initiatives throughout the community and
overall business in the Village.

Specifically, how the Village recruits, hire and retain people from diverse groups.
5. Discuss concrete outcomes. Are there specific areas where we think the DEI
Committee can have a positive impact in the Village?
The members began reviewing the OPD policies and Village of Oregon
Ordinances and will continue to do so for the next couple of meetings. They will
provide recommendations (if any) to the Village Board at a future date.
d) Other matters for discussion and future agenda items.
It was noted this will be Alyssa Pillar-Kellman’s last meeting as she will be heading off to
college.

The DEI committee adjourned their meeting at approximately 7:45 p.m.
