Stat. § 19.84, notice is hereby given to the public by the Village President, that the following meeting will be held: Meeting: Diversity, Equity, & Inclusion (DEI) Committee Date: Thursday, August 3, 2023 Location: Fireside Room, People’s United Methodist Church Time: 6:30 PM f Note: Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format must contact the Village Clerk at (608) 835-3118, 101 Alpine Parkway, Oregon, Wisconsin, at least twenty-four (24) hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request. MEETING MINUTES 1) Call to Order. The meeting was called to order at 6:30 p.m. 2) Roll Call. Present: Rachel Wagabaza, Lori Anderson, Alyssa Pillar-Kellman (student member), Dan Dick, Luis Loya, Tim Higgins, Carlene Bechen (VB Trustee) The members welcomed Tim Higgins to the DEI Committee. Carlene shared how the DEI Committee functions: rotating facilitation & notetaking; decisions made by substantial consensus, etc. 3) Approval of July 6, 2023 DEI Committee meeting minutes (not available). 4) Business (Items are for discussion and / or potential action). a) Reading to focus Committee’s attention on work. Dan presented P2 of Data-Driven DEI: Alignment & Application • Suggestion: DEI Committee members all take the Race IAT and one other. Share results at the next meeting. b) Discuss and prioritize Village polices and ordinances to review. a. Oregon Police Department: i. Juvenile Procedures: Special Resource Officer ii. Traffic Stops: Procedure b. VOO Ordinance 12.0: Licenses & Permits c. VOO Ordinance 9: Public Peace & Good Order d. VOO Ordinance 10: Public Nuisance e. VOO Ordinance 14.10: Building Inspector #3 Records Kept f. VOO Ordinance 2.12: Board Committees g. Employee Handbook: specifically, how we recruit, hire and retain people from diverse groups Page 1 of 2 Approved 09-07-2023  c) Discuss possible criteria / lenses to evaluate polices and ordinances in order to make recommendations to the Village Board. Invite Chief Pagenkopf to attend September or October DEI Committee Meeting to discuss OPD Policies in general and specifically the Juvenile Section B: SRO and Traffic Stops IV: Procedure. We’d also like her to address the Village of Oregon Section What is an appropriate police response to a citizen report/complaint based racist or other bias? d) Other matters for discussion and future agenda items. Clerk Candie Jones and Carlene met with Karen Reece and Shawna Lutzow on Wednesday, August 2, regarding next steps in training for Village Staff and Trustees. Candie is following up with Village Staff at the Department Heads meeting next week to determine when to schedule an initial Open House/Meet & Greet for those who will be involved in the training. Board Trustees received an email from Andrea Below, a community member, regarding her concern that transportation to the new library is not being addressed. There was a specific request for Amanda Peterson, Trustee on the Transportation Committee, and Carlene, Trustee on the DEI Committee, to discuss this concern in our respective committees. The DEI Committee agreed that seniors and students, in particular, enjoy easy access to the public library in its current location and providing transportation to the new location is a priority. Tim Higgins, community member who is on both Transportation and DEI Committees, agreed to serve as liaison between the two. We agreed to keep The Village DEI Assessment Report based on survey results will be shared at this initial meeting and the process of developing goals and vision for the Village will begin. There will be nine sessions of 1.5 – 2 hours, once monthly and most likely during the work day. Ideal cohort size is 15-20 people. This will likely include Department Heads, Board Trustees and other interested staff. Carlene will invite Chief Pagenkopf to join either September or October DEI Committee meeting. DEI Committee members will each complete the Harvard Implicit Association Test (IAT) - https://edib.harvard.edu/implicit-association-test-iat on Race and one other. We will share our results at the next meeting. Future Agenda Items: Begin reviewing policies/ordinances. Discuss concrete outcomes.
