Stat. § 19.84, notice is hereby given to the public by the Village President, that the following meeting will be held: Meeting: Diversity, Equity, & Inclusion (DEI) Committee Date: Tuesday, December 5, 2023 Location: Fireside Room, People’s United Methodist Church Time: 6:30 PM f Note: Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format must contact the Village Clerk at (608) 835-3118, 101 Alpine Parkway, Oregon, Wisconsin, at least twenty-four (24) hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request. MEETING MINUTES 1) Call to Order. The meeting was called to order at 6:30 p.m. 2) Roll Call. Present: Lori Anderson, Tim Higgins, Carlene Bechen, Luis Loya Absent: Dan Dick Also present: Village Administrator Martin Shanks 3) Approval of October 12, 2023 Committee meeting minutes. The meeting minutes for October 12, 2023 were approved. 4) Business (items are for discussion and / or potential action). The committee read “Every Day We are Learning” by Amanda Gorman. Every day we are learning How to live with essence, not ease. How to move with haste, never hate. How to leave this pain that is beyond us Behind us. Just like a skill or any art, We cannot possess hope without practicing it. It is the most fundamental craft we demand of ourselves. a) Discussion with Village Administrator Martin Shanks regarding the role of the committee and process for developing Village ordinances and policies, including the following topics: 1. Village of Oregon Diversity, Equity & Inclusion Committee Statement. 2. Oregon Police Department Polices 3. Village of Oregon Ordinances 4. Village of Oregon Employee Handbook Page 1 of 2  Local governments are not designed to regulate or legislate: • Plan – What is our plan? What do we want to accomplish? How do we determine what to prioritize? • Patience – change happens slowly by design • Learn – utilize the staff resources within the Village staff. These are the people who know what’s going on in the Village. • Relationship – politics is a structure for making decisions in groups; build good relationships; respond to people with patience • Compromise / consensus Talked with Martin about some of the ordinances on our list for review. • Oregon Police Department: o Juvenile Procedures: Special Resource Officer o Traffic Stops: Procedure • VOO Ordinance 12.0: Licenses & Permits • VOO Ordinance 9: Public Peace & Good Order • VOO Ordinance 10: Public Nuisance – o nebulous; hard to gather evidence; typically, does not involve the police department; more likely a Village employee; always becomes an issue that is difficult to prove; what often happens is Village employees try to negotiate to resolve the problem; o when the problem is really that two people don’t get along and call the police or complain to Village staff • VOO Ordinance 14.10: Building Inspector #3 Records Kept • VOO Ordinance 2.12: Board Committees • Employee Handbook: specifically, how we recruit, hire and retain people from diverse groups Are there grants to help DEI Committees conduct a study/survey of the Village? b) Future agenda items. 5) Adjournment.
