MEETING MINUTES 1) Call to Order. The meeting was called to order at 6:30 p.m. 2) Roll Call. Present: Lori Anderson, Carlene Bechen (Village Board member), Dan Dick, Tim Higgins, Luis Loya Also present: Tim Higgins 3) Approval of December 5, 2023 Committee meeting minutes. The meeting minutes for December 5, 2023 were approved. 4) Business (items are for discussion and / or potential action). a) Reading to focus Committee’s attention on work. Page 1 of 4 Approved 02-06-2024 b) Review and discuss previous meeting with Village Administrator Martin Shanks (see minutes from December 5, 2023). Committee members had a lengthy discussion about the presentations by and conversations with Chief Pagenkopf and Administrator Shanks regarding Oregon Police Department (OPD) policies, Village ordinances, and our opportunities for having a positive impact on the Oregon community. Committee Member Comments: • Luis – lots of data available that we could access that might help us think about some of the policies and what recommendations we might make, i.e. public nuisance ordinance – is there more that we could be; traffic stops – how do they really happen, what’s the data? - What data is available? How can we use it to help create better policies? • Dan – privileged Oregon area does not treat people with mental health very well; if Village does not have any teeth for enforcement, how do we hold people accountable for what they are doing or NOT doing? What is the value-added outcome of what we do? - Deep desire to ‘clarify’ a more common good among Village Board members, Police Department members, EMT. - Systemic issues that prevent us from achieving the goals we desire related to DEI; many people have decisions made ‘for them’. • Lori – handout from Martin; outlined what other committees are doing and have done; training with mental health issues and disabilities is wanted by Village Staff – make recommendations; access to data; what do we want to know; what data do we want to access. • Carlene – we've spent a good deal of time diving into policies and ordinances and how they were developed; feels like we know a lot and now it’s time to do something with what we’ve learned. Other comments: ▪ Tim – echo Luis’s comments; Police Chief’s perspective on School Resource Officer (SRO) was very positive; Alyssa had a totally different perspective; would like to know more/hear more from nonwhite, non-straight people and those with mental health issues. c) Report on meeting with Oregon School Superintendent Leslie Bergstrom and staff. Spoke with Leslie Bergstrom about SRO and restorative justice program. OSD doesn’t really use restorative justice practices very effectively. Would be willing to talk with our committee. d) Discuss 2024 goals and outcomes for committee. Discussion of DEI in Wisconsin • Those who want to maintain the status quo will always attack efforts to empower and embolden marginalized people.  • Mistake to defend what we are doing because then we are seen as defensive, and people will get sucked into the negativity and blame us. • Casting a vision for what we want Oregon to be. Topics/questions discussed include: • Talking with people impacted by some of the policies, ordinances and procedures in the Village. • Hosting listening sessions at the school and/or the library. • What could it look like? • What do we want to know? • What are we hoping to achieve? • How do we create an environment where people feel comfortable sharing what’s happening to them in our community? • Setting up a system for suggestions, complaints, concerns, etc. e) Future agenda items. Explore ways to implement ideas generated in this meeting (items b & f). Next meeting, Tuesday, February 6, 2024, at 6:30 PM in the People’s United Methodist Church Fireside Room. 5) Adjournment.
