Oroville Planning Commission Wednesday, January 21, 2015 The meeting was called to order at 4:38 by Vice-Chairman Judy Dunston. Present: Commissioners Judy Dunston, Suzie Seger, Arnie Marchand and Alternate Commissioner Valorie Johnston. Absent: Luiz Perez and Marc Egerton Staff present: Chris Branch and Deanna Rowton. Arnie Marchand made a motion to approve the minutes of the January 7th meeting with a second by Valorie Johnston. The motion passed. There was much discussion regarding water rights and water systems in regards to water rates. Chris informed the Commissioners they are invited to a workshop for the City Council members and interested public that will address water rates and financing. Arnie strongly encouraged attendance by Planning Commissioners. It will take place on Tuesday, February 10th, 6:30 in the Council Chambers. The discussion about water rights continued and Chris explained the importance of water rights, how they are obtained, and why they are important to the city now and in the future. Chris reminded everyone of the Planners Forum taking place in Moses Lake on February 4 th. He will be leaving Omak at 7:00AM and expressed hopes of taking a few Commissioners with him. Judy volunteered to drive from Oroville to Omak. The meeting of February 18th is also cancelled since Chris will be in Olympia. Chris has been working on the Animal Ordinance update and will be sending a draft to everyone via email. Right of Ways were discussed. It was brought up that Ironwood and Main Street both are substantially wide streets, close to 100 feet wide, while most streets are close to 60 feet wide. There have been observations of people putting fences out too far, being in the right of way or wanting to extend their lawns out into the right of way. The questions was posed as to whether or not the Commission would like to make a recommendation to the City Council regarding this issue. There was not decision made at this time. Although the second meeting of the month is schedule to last until 6:30 this was adjourned at 5:50 because the facilities had been schedule for another meeting to take place at 6:00. The next meeting scheduled for February 4th is cancelled due to Eastern Washington Planner Forum in the Tri-Cities. The group will be leaving Omak at 7:00 AM. And, the meeting scheduled for February 18th is cancelled also. The next meeting will be March 4th. 1
