Oroville Planning Commission Wednesday, May 18, 2016 The meeting was called to order at 4:40 by Chairman Luis Perez. Present: Commissioners: Suzi Seger, Arnie Marchand, Judy Dunston, and Chairman Luis Perez; Absent: Marc Egerton and Alternate Valorie Johnston. Staff present: Chris Branch and Deanna Rowton Approval of the minutes for the February 17th meeting: Motion to approve as written by Judy, seconded by Arnie and the motion passed. Public Comment period: Chris informed that our Mayor, Chuck Spieth, passed away on Monday, May 16th. The new Mayor is Jon Neal, which opens up a position on the City Council. He also stated the he has filed for a position as County Commissioner. There was discussion about the fall elections and positions that are open. At 5:00 PM there was a public hearing for the annexation of Oroville Reman and Reload. Public in attendance was Linda Schwilke and Will Verner. Chairman, Luis, opened the meeting stating: A PUBLIC HEARING TO CONSIDER COMMENTS FROM THE PUBLIC REGARDING ANNEXATION OF PROPERTY TO THE CITY OF OROVILLE IS HEREBY OPEN. COMMUNITY DEVELOPMENT DIRECTOR, CHRIS BRANCH WILL FACILITATE THE CONDUCT OF THIS HEARING. Chris: “This hearing is being held to consider a proposal to annex property into the incorporated boundary of the City of Oroville. Annexations result in a rezone of County Property to a City Zoning Designation. A property cannot remain under the County Zoning Code because the City has not authority to enforce that code. An annexation is a legislative decision, meaning that the owners of the property have no particular right to be annexed or rezoned. The hearing is not required but being held to provide interested parties an extra opportunity to comment on the proposal. The Planning Commission is expected to provide the Council a recommendation on the proposed annexation based on a staff report, and comments they hear from the public that may be of concern.” Chris reads staff report. DIRECTOR PROVIDES FOR TESTIMONY: “Is there anyone present who wishes to testify on this matter?” Public Testimony……… Will Verner, from Reman and Reload stated that they would love to be annexed and will work with the city. The plan is for storage of lumber. 1 Then Linda Schwilke voiced her concerns that this is just step one of a five step process, ending with the re-routing of roads. She stated her main issues to be 1. The expense to Gold Digger Apples and 2. The effect it will have on the Schwilke business parking lot. CHAIRMAN CLOSES HEARING and PROVIDES OPPORTUNITY FOR DISCUSSION: “Do any Planning Commissioners have questions or wish to discuss this matter?” Arnie made a motion to recommend to the City Council that we annex the property into the incorporated boundary of the City of Oroville, which will result in the rezoning to a City Designation. Judy seconded the motion and it passed. The public hearing was closed at that point. There was further discussion regarding Chris filing for a county commission position. The meeting was adjourned at 6:00 pm. 2
