Oroville Planning Commission
Monday, June 18, 2018
The meeting was called to order at 4:35 by Vice-Chairman, Arnie Marchand, at the
Dorothy Scott International Airport.
Commissioners Present: Arnie Marchand, Suzie Seger, Valorie Johnston, Sue Edick,
Luis Perez, and Alternate Paul Neir
Absent: none
Staff present: Deanna Rowton and Christian Johnson
Steve Johnston, manager of the airport, spoke to us about our local facility.
First, he explained that this is the only “international airport” in the area. The
significance of that is that it belongs to a national infrastructure that allows for federal
funding for certain things. It has been declared “international” by Congress.
The airport is a public facility that requires a lot of maintenance but makes a very
small amount of revenue. The discussion then led to the Industrial Park and also airport
fuel.
Steve reported that this airport averages 10 “operations” per day. “Operations” is
defined by a take-off or a landing.
The question was brought up regarding, “do people that land here, come to spend
some time in Oroville?” The answer was that very few do. Also discussed was the fact
that residential homes in close proximity to the airport are not owned by people that use
the airport.
Steve showed us and passed around a periodical called “Wings” and pointed out
an article of interest.
There was discussion on widening the runway and the current plan to move it
eastward. Expansion of the facility was a topic that included discussion about financing
also.
Structures around the airport were talked about, including zoning of the area.
Lastly, the question “Who was Dorothy Scott?” was asked and a bit of history was
given.
The meeting was adjourned at 6:05. The next meeting will be 7/16/18.
