Oroville Planning Commission Monday, July 16, 2018 The meeting was called to order at 4:35 by Vice-Chairman, Arnie Marchand. Commissioners Present: Arnie Marchand, Suzie Seger, Valorie Johnston, Sue Edick, and Alternate Paul Neir Absent: Luis Perez Staff present: Deanna Rowton and Christian Johnson Corrections to the June minutes were noted by Valorie Johnston as follows: to add “an essential” to the sentence that the airport is a public facility, so that it reads “The airport is an essential public facility that requires a lot of maintenance but makes a very small amount of revenue.” Also, in the June minutes to strike the sentence that states “The answer was that very few do.” Then, the minutes for both May and June were approved as corrected. The Transportation portion of the Comprehensive Plan was the main topic for discussion. Christian pointed out that Oroville has a four-tier classification system for the circulation system. The four tiers include 1) Highways and Major Arterials; 2) Arterials (minor); 3) Major Collectors and 4) Access or Minor Collectors. Christian’s recommendation was that Eastlake Road and Eastside Oroville Road, both, be designated as Collector(s). Also proposed was a new route along Bob Neal Road to extend across the railroad, straight through to Appleway, providing a downtown by- pass for truck traffic. Also recommended is a connection of Summit Drive and 16th Ave, to channel traffic to and from the downtown area. It was noted that the Commission feels the City of Oroville is adverse to any roundabouts. Discussed as an area of concern was the section where Highway 97 and Bob Neal road intersect and also, 14th and Main. Christian then talked about the Okanogan County Shoreline Masterplan, of which a copy can be found at www.okanogancounty.org. He noted that there is a big change from the previous plan of 25 foot setbacks being changed to 50 foot setbacks. He also stated that there were more changes, including the provision of Boathouses. There are divisions of sizes of docks and floats. Christian urged the Commission to look over the Okanogan County Shoreline Masterplan before the next meeting and be ready to offer comments and/or suggestions in an effort to integrate it into our Comprehensive Plan.
