Oroville Planning Commission Monday, August 20, 2018 The meeting was called to order at 4:30 by Vice-Chairman, Arnie Marchand. Commissioners Present: Arnie Marchand, Suzie Seger, Valorie Johnston, Sue Edick, and Alternate Paul Neir Absent: Luis Perez Staff present: Deanna Rowton and Christian Johnson The minutes were approved with no corrections. At the last meeting, in July, decisions were made to recommend adding the following to the transportation plan: Add as Arterial streets: Eastlake Road and Eastside Oroville Road, connection SR97 to the Oroville-Chesaw Highway; Add as Collector streets: 5th Street, 9th Street and Deerpath. There was discussion regarding the Circulation Plan and noting problems at Highway 97 / 5th Ave / Bob Neal Road / Jennings Loop Road junction. Also, discussion regarding problems at the intersection of Main & 14th and the flow of trucks turning at the intersection. To address the issues of Main & 14th, Bob Neal Road is currently being revised to extend across the railroad to 14th Ave, as a Collector that will provide a downtown by-pass for truck traffic to the apple processing warehouses and sawmill. Christian recommended that in the current Transportation Circulation plan, we drop Access Streets (E) “dividing block 13 of the Grandview Addition a connection should be made between Deerpath and Western Avenue”. Also recommended was to drop (G) “Kay Street should be improved to provide a connection between Central Avenue and 14th Avenue” also in the Access Streets section of the Plan. There was a consensus to follow his recommendations. Sidewalks and trails were the next topic of discussion. It was noted that when shoreline proposals are made they should include improvements to a pedestrian travel route in the shoreline, connecting outlaying development to city services. Also, the Similkameen Trail must be retained and improved as an economic generator for the community. Additionally, a pedestrian bridge is sought connection Veteran’s Memorial Park to the already established eastside lake trail for the same reason. Regarding Right of Ways, it was brought to attention that “normal” right of ways at 40- 60 feet, however, we have many 80 foot right of ways throughout our community. Christian recommended that another chapter be added to the Transportation Plan that would address airport improvement plans, which would be used to project land use directions in that vicinity. 1  Once again, Christian asked for members to look at the County Shoreline Master Program so that we can proceed to develop and adopt those portions which are applicable to our Comprehensive Plan.
