Oroville Planning Commission Monday, July 15, 2019 The meeting was called to order at 4:40 by Arnie Marchand Commissioners Present: Arnie Marchand and Suzi Seger, and Alternate Paul Neir Absent: Luis Perez, Valorie Johnston, and Sue Edick Staff present: Deanna Rowton and Christian Johnson Arnie called for any corrections to last meeting’s minutes and, hearing none, approved the minutes for the June meeting. The Shoreline Master Plan was discussed. Christian has extracted from the County Shoreline Master Program what is applicable to Oroville and had a draft for us to look at. He stated that the county plan, however, does not have a designation for “high intensity.” Our Comprehensive Plan has the Zosel Mill area coded as “Industrial”, which would call for “high intensity” in the Shoreline program. He posed the question to the Commission as to what their wishes are for the area of the Zosel Mill. Did they want him to come up with a “High Intensity” designation, or leave it as a residential or an urban conservancy? The general consensus was to direct Christian to include a “High Intensity” designation for the Industrial area. Also discussed was to change the subtitle of the Oroville Shoreline Master Program from “Extracted from the ….” To “Adapted from the Okanogan County Shoreline Master Program” There was review of the sections of the Shoreline Program. Christian stated that the Program, once he has the “High Intensity” designation included, will be forwarded to the Department of Ecology for their approval. Once they approve it, the Planning Commission will have a Public Hearing on it and then if goes to the City Council for them to have a Public Hearing. Once they approve it, the Shoreline Program then gets codified into City Code. There was discussion about docks, recreational filling and administration. Christian posed a question to the Commission regarding the administration of the Program. Did they want public hearings only when there was an appeal? It was felt that if all steps were followed in the application process, a hearing is not necessary unless there is an appeal. The meeting was adjourned at 5:50.
