Oroville Planning Commission Monday, September 18, 2023 Meeting was held via Zoom. The meeting was called to order at 4:30 by Arnie Marchand. Commissioners Present: Arnie Marchand, Suzi Seger, Jeff Bunnell, and Valorie Johnston. Absent: Heather Marthaller, Alternate Alan Freed, and Alternate Rebecca Ann Staff: Kurt Danison and Cindy Boyer Arnie called for any corrections to August 2023 meeting’s minutes and, hearing none, approved the minutes for the August 21, 2023 meeting. First on the agenda was to finish the review of the last two elements of the Comprehensive Plan. Jeff brought up a couple of corrections he felt needed to be made. Kurt still hasn’t heard from Ashley Range to get her input for the housing element, he asked if anyone had any further comments on any of the elements or if the maps made any sense. There was no comment. Kurt thought that we could get everything ready and have a public hearing in November, then next year we would work on the zoning code. Discussion was then tabled. Dollar General is still considering building the store in town if they can come up with a mitigation plan and deal with the critical areas code. The landowner and the real estate developer are considering other options in case Dollar General backs out and doesn’t want to build at their location. Kurt brought up that Gebber’s Farms want to move modular housing to the two empty lots down the street on Appleway for their seasonal workers. He stated that Mayor Naillon has done a lot of research on the request and sent the information to Mick Howe, the City’s attorney, to look it over. Kurt said the city will have to look into creating or updating the building code and zoning ordinance to allow for such a development. Arnie wondered if there is a current code that you can put a tiny house or small structure on a lot for the housing crisis we are facing here in our area. The discussion was then tabled, needing further information to continue at the next meeting. Meeting adjourned at 5:00pm.
