Regular Council Meeting of August 20, 2024 Present were: Mayor Naillon, Councilmembers Shaw, Marthaller, Werner, Hart and Moser. Absent: None. Meeting called to order at 7:10 pm by Mayor Naillon. Pledge of Allegiance given. Copies of the August 7th council meeting minutes were read and approved. Tim Dillman, North Central Washington (NCW) Libraries, was present to discuss the proposed improvements to the interior of the Oroville Public Library. Dillman stated that there are 30 libraries within the library district and improvements will be made to each of them; Oroville is library #8 in line for improvements. Dillman explained the history of the project, the goals, schedule/partnership and the schedule/budget & scope. Mayor Naillon asked about the design and community participation; Dillman explained their process. Mayor Naillon further explained the ownership of the improvements proposed for the facility. Further discussion on the Community’s involvement in developing the improvements during the 2 month community involvement process. Discussed that the proposed Memorandum of Understanding (MOU) needs to be addressed before the project can begin. The MOU was included with the August 20th agenda, and to allow the Council additional time to review, the MOU will be on the September 3rd agenda for council consideration. Council thanked Dillman for the presentation and expressed their excitement for the project. WSLCB Renewal Applications Notice received for Hometown Pizza & Bakery and the American Legion Hodges Post 84; no comments. Department Head Updates Chief Langford updated the Council on Officer Wessale; Wessale will be attending the one week EVOC (Emergency Vehicle Operations Course) training, will then proceed to the two week academy and then will begin her FTO step. Superintendent Thompson stated that the Ironwood Project is tentatively scheduled for paving in mid- September. Martin Pettit requested that he be allowed to address the Mayor and Council. Pettit stood up and said that Civil Rights Violations are a very serious offense; Pettit stated that he is being denied equal protection under the law and that is a Civil Rights Violation. Pettit stated that this will be a life changing event; Pettit then pointed to each of the Councilmembers and the Mayor and stated that he is making a one time offer that if they submit their resignations from their positions within the next 24 hours, he will let them go. Deputy Clerk Finsen asked if the Council was able to set up their access to their new emails; stated that anyone who still needs assistance can stop by the office and she will help them. Dwayne Turner stated that the Community Food Pantry is going through a re-organization process; explained what changes are being made and that they are possibly looking for a new location that would provide more accessible access to the public. Motion by Werner and second by Moser the vouchers $65,541.52, #34036-34055, DOR-EFT1, be paid, the August 15, 2024 payroll of $61,316.31, #34013-34031, Direct Deposit Run, EFT #202431-202432, be approved and the meeting be adjourned at 7:41 pm.
