Oroville Planning Commission January 21, 2025 Commissioner present: Chair Arnie Marchand, Vice Chair Heather Marthaller, Suzi Seger, and Alan Freed Absent: Valorie Johnston Staff Present: Kurt Danison and Cindy Boyer Chair Marchand called the meeting to order at 4:33, asked if there were any additions or corrections to the minutes from the meeting on December 16th, 2024, hearing none, the minutes were approved as read. The first item on the agenda was reviewing more of the zoning code, Kurt said that we will need to add a new definition for dormitories since Gebbers is building one on Appleway, for their seasonal workers and is not included in the current code. Kurt then did a quick review of the zoning districts, lighting, and signage. Alan brought up the concern of garbage built up around some homes in town and wondered why the city doesn’t do something about it, but it is hard to enforce anything. Heather stated that the city doesn’t have the money in the budget to take care of the issue. Arnie said that the city needs to make it happen and it should be taken to a City Council meeting since the landlords aren’t doing anything either to clean up the problem. Kurt went over the last few chapters of the zoning code, Mobile Home Parks, Recreational Vehicle Parks, Planned Development, and Recycling Collection boxes. He also wants everyone to look over the remainder of the zoning code and see if there are any other sections that need to be updated or taken out. Kurt will try to come up with the final copy of the zoning code and maybe it will be ready by March and then have a public hearing in April. Once that is done it will be sent to the City Council for their approval. Arnie brought up that there are 20 public access spots on the river between Oroville and Omak and thinks a map would be very useful for people that are interested in river sports. With all the trails and bikers that come through here and use the Pacific Northwest Trail, it would be great if they would extend it a trail from Enloe Dam to Toats Coulee. More discussion is needed. The next meeting is set for February 18th, since Monday the 17th is a holiday. Meeting adjourned at 5:10.
