Regular Council Meeting of April 15, 2025
Present were: Mayor Naillon, Councilmembers Shaw, Marthaller, Werner, Hart and Moser.
Absent: None.
Meeting called to order at 7:00 pm by Mayor Naillon. Pledge of Allegiance given.
Copies of the April 1st council meeting minutes were read and approved.
WSLCB Special Occasion License notice received for the Oroville Grange #985; notice states that the
date of the event is May 3, 2025 from 5 pm to 10 pm. No additional information on the event was
provided by the Oroville Grange as requested by the City. No negative comments regarding the Special
Occasion License issued by the WSLCB.
EMS Levy Resolution #595 explained by Clerk Denney. Motion by Werner, second by Shaw that
Resolution #595 be approved; motion carried unanimously.
WSLCB License Renewals Notice received for the Pastime Brewery Bar & Grill, Trino’s, Brickhouse and
the Chesaw Mercantile; no comments.
OLVMP Park Use Application received for the Oroville Eagles Annual Easter Egg Hunt to be held
Saturday, April 19th. Motion by Werner, second by Hart that the application be approved and fees be
waived, as it is a community event; motion carried unanimously.
Request received from the WSDOT that the City update the City’s speed limit ordinance due to the fact
that they are in the process of aligning their mileposts for the existing speed limits within the City’s
boundary; review of Ordinance #949. Motion by Moser, second by Werner that Ordinance #949 be
approved; motion carried unanimously.
Councilmember Werner requested that a letter be sent to WSDOT requesting that the speed limit be
reduced from 50 mph to 35 mph from the South City Limits to the bridge and that the area be
designated as a No Pass Zone, as discussed during previous council meetings. Motion by Werner,
second by Moser that a letter be sent as discussed; motion carried unanimously.
Department Head Updates
Police Chief Hirst updated the Mayor and Council on staffing and current crime activities the
department has been dealing with.
Superintendent Thompson stated that the water and sewer lines replacement project from 9th to 11th is
complete and the alleys where the work was done will be smoothed out.
Mayor Naillon questioned when potholes will be addressed; Thompson stated that the potholes are the
next project for the city crew to work on. Discussion on street sweeping that is in progress.
Arbor Day Proclamation read by Mayor Naillon; Arbor Day celebration will be held at the Oroville Library
on Saturday, April 26th. Mayor Naillon encouraged everyone to thank Lynn Chapman for all of the work
she has done for the community.
Superintendent Thompson stated that this year’s Spring Clean Up event was the largest so far; feels
that the clean up made a huge difference in the community.
Mayor Naillon asked for a motion to authorize him to sign the Arbor Day Proclamation. Motion by
Marthaller, second by Werner that Mayor Naillon sign the Arbor Day Proclamation; motion carried
unanimously.
Motion by Werner and second by Marthaller the vouchers $66,896.71, #35018-35052, DOR-EFT, be
paid, the April 15, 2025 payroll of $56,765.11, #35005-35017, Direct Deposit Run, EFT #202513-
202514, be approved and the meeting be adjourned at 7:15 pm. Motion carried unanimously.
