Oroville Civil Service Tuesday, May 27, 2025 Meeting called to order at 4:35 pm by Chairman Joe King. Present: Commissioners Joe King, and Dusti Giroux Secretary, Chief Examiner: Emily Finsen Others present: Public Persons Absent: Mike Sibley Approval of the April 28, 2025 regular meeting minutes. Motion by Dusti to approve the minutes, second by Joe, motion passed. Chairman King then opened the floor for any public comment. Katie Toner, her boyfriend Brandon Eddinger, and Mother Jeannie Hughes was present. Toner read a letter of complaint against Chief Hirst’s conduct during an incident at their residence. She described the incident at their residence, how they had filed a formal complaint with Mayor Naillon, and spoke at the City Council Meeting on Tuesday, May 20th, 2025. Chairman King thanked them for bringing the situation to the Commission’s attention and to please submit any further letters to Secretary Finsen. Finsen presented the commission with two application submissions for review. The commission passed the applications. Discussion tabled until the special meeting scheduled for Monday, June 9th, 2025. Finsen reminded the Commission of the special meeting scheduled for Monday, June 9th, 2025 at 4:15pm to confirm applications for Oral Board Interviews on Friday, June 13th, 2025. Next Regular Civil Service meeting scheduled to be held Monday, June 23, 2025. As there being no further business, motion by Dusti to adjourn the meeting at 6:00 pm, second by Joe; motion carried.
