City Council

Regular Council Meeting of July 15, 2025 Present were: Mayor Naillon, Councilmembers Shaw, Marthaller, Werner, Hart and Moser. Absent: None. Meeting called to order at 7:00 pm by Mayor Naillon. Pledge of Allegiance given. Copies of the July 1st council meeting minutes were read and approved. Motion by Werner and second by Marthaller the vouchers $114,490.92, #35386-35426, DOR-EFT, be paid and the July 15, 2025 payroll of $60,874.24, #35371-35385, Direct Deposit Run, EFT #202525- 202526, be approved; motion carried unanimously. Jet Ski Races Park Use Application submitted by the Chamber of Commerce for August 1st – 3rd at Deep Bay Park; events explained by Shelly Roberts. Motion by Werner, second by Moser that the park use application be approved and the park use fees be waived, as it is a community event; motion carried unanimously. National Night Out Park Use Application submitted by Police Clerk Pamela Knowlton for August 5th at Prince Heritage Park; events explained by Police Chief Hirst. Motion by Werner, second by Moser that the park use application be approved and the park use fees be waived, as it is a community event; motion carried unanimously. WSLCB Liquor and Cannabis License Renewals Notice received for the Leroy Farm LLC and the Oroville Golf Club, Inc.; no comments WSLCB Special Occasion Local Authority Notice received for the Oroville Grange. Clerk Denney reported that the Grange will be holding a free music concert and the Grange will be serving beer, wine and snacks; event will be held on July 26th from 6 PM to 10 PM at the Oroville Grange Hall, 622 Fir Street. Motion by Moser, second by Werner that Mayor Naillon be authorized to sign approval of the special occasion license application; motion carried unanimously. Mayor Naillon stated that he attended Jake Brown’s chevy show over the weekend at Deep Bay Park; Naillon stated that it was a great success and he wanted to express his appreciation for the event and the positive reflection on the community. Department Head Updates Superintendent Thompson updated the Council on the Kiosk Map and estimated quote received from Fastsigns in Spokane; quote is for $757.94. Thompson stated that someone will have to pick up the sign. Mayor Naillon stated that he would like to verify the resolution of the final map prior to submittal to Fastsigns. Motion by Werner, second by Shaw that the quote be approved and the sign ordered after verification of quality by Mayor Naillon; motion carried unanimously. Mayor Naillon thanked Superintendent Thompson for the pavement patches around town. Superintendent Thompson discussed the cleanup activities by the City Crew following the windstorm that blew over trees around town on Monday. Police Chief Hirst stated that he picked up the Ford Explorer purchased from East Wenatchee; he is in the process of removing the East Wenatchee decals and feels that the vehicle was a good purchase. Police Chief Hirst stated that the lateral applicant has successfully completed the psychological, polygraph and background; potential start date will be August 16th. Police Chief Hirst stated that there possibly will be a vacant position within the department in the next few months, one of the officers is currently applying within other departments to relocate back to their original home. Clerk Denney explained a request received from a customer for a penalty reversal. After reviewing the provided information, motion by Marthaller, second by Hart that the customer penalty reversal of $314.73 be approved; motion carried unanimously. Fire Chief Rawley stated that he flew to Michigan and drove the purchased fire truck home. Rawley stated that the department will be doing some training with the Omak Fire Department, as it is a 75’ ladder truck and the previous ladder truck was 50’. Fire Chief Rawley stated that they would like to fly a flag from the ladder truck during the National Night Out event, and other events, and requested the purchase of a flag. Superintendent Thompson will order the flag when Rawley lets him know what size he would like. Mayor Naillon and the Councilmembers expressed their appreciation for the Fire Department members and all they do for the community.
