City Council

Regular Council Meeting of September 2, 2025 Present were: Mayor Naillon, Councilmembers Shaw, Marthaller, Werner, Hart and Moser. Absent: None. Meeting called to order at 7:00 pm by Mayor Naillon. Pledge of Allegiance given. Copies of the August 19th council meeting minutes were read and approved. Motion by Werner and second by Marthaller the vouchers $77,982.64, #35614-35638, DOR- EFT1, be paid, manual checks $2,747.52, Park Account EFT #990566, Checking Account EFT #990508, Checking Account #35515, 35532-35533, 35560-35569, be paid and the August 31, 2025 payroll of $102,330.66, #35570-35613, Direct Deposit Run, EFT #202531-202532, be approved; motion carried unanimously. Councilman Werner asked Superintendent Thompson for an update on the utility extension request that was discussed during the previous meeting. Thompson stated that the area is within the service boundary and he left a message for the applicant notifying them that the request was approved and that they needed to call him to discuss the details; Thompson has not heard back from the applicant. Mayor Naillon explained the two WSLCB Special Occasion License Applications received for the Oroville Grange music events to be held September 6th and 27th. Motion by Marthaller, second by Moser that Mayor Naillon be authorized to sign approval of the applications; motion carried unanimously. Mayor Naillon explained the WSLCB Special Occasion License Application for the Oroville Community & Youth Assoc. for an event to be held at the Hughes Barn on October 11th. Motion by Werner, second by Moser that Mayor Naillon be authorized to sign approval of the application; motion carried unanimously. Letter received from the Highlands Community Support Coalition in regard to the two trees in front of 1412 Main Street; Lynn Chapman, on behalf of the Tree Board, submitted a response letter to the request. Review of letter and photos submitted by the HCSC. Councilman Werner questioned who is responsible for maintaining the sidewalk; Superintendent Thompson stated that the business owner is, however, if it is damage caused by the trees, the City makes the needed repairs. Mayor Naillon stated that the City needs to repair the sidewalk. Letter from the HCSC also discussed the sign interference caused by the trees; Mayor Naillon stated that the trees clearly block the sign. Discussed that the response from Tree Board Member Chapman expressed opposition to the removal of the trees. Mayor Naillon discussed potentially removing the tree that is doing the most damage to the sidewalk. Councilman Werner stated that the trees have been there longer than the businesses. Further discussion on the need to repair the sidewalk. Mayor Naillon stated that they are beautiful, healthy trees, however, they are at the end of their life due to their location; Naillon recommends that at least 1 tree be removed and replaced. Councilman Moser felt that the City should consider removal and replacement of both trees. Further discussion on options. Mayor and Council agreed that both trees should be removed, new tree wells installed, new trees planted and the City make the sidewalk repair. Further discussed that the HCSC and Tree Board should work together to determine the location for the placement of the new trees. Superintendent Thompson would also like to request that the business consider running water for the newly planted trees. Discussed that all parties need to work together to reach an agreeable solution. Letter received from Billy Snider, Gold Town Smoke, requesting approval to serve food at the Osoyoos Lake Veteran’s Memorial Park; letter of support submitted by Kevin Hand. Discussed that an agreement would be needed; consideration for the 2026 season. Department Head Updates Superintendent Thompson and Clerk Denney had nothing new to report. Police Chief Hirst reported: ➢ The new patrol vehicle is online and Officer Kim is driving it. ➢ Repairs were needed to one of the leased vehicles and Jess Ford performed those repairs under warranty. ➢ There continues to be an outbreak in petty theft. ➢ A juvenile recently started another fire next to Hometown Pizza; that individual was caught.
