Regular Council Meeting of October 7, 2025
Present were: Mayor Naillon, Councilmembers Shaw, Marthaller, Werner, Hart and Moser.
Absent: None.
Meeting called to order at 7:00 pm by Mayor Naillon. Pledge of Allegiance given.
Copies of the September 16th council meeting minutes were read and approved.
Copies of the September 23rd budget workshop minutes were read and approved.
Copies of the September 30th budget workshop minutes were read and approved.
Motion by Werner and second by Moser the vouchers $108,015.90, #35747-35789, DOR-EFT1, be
paid, manual checks $2,867.36, Park Account EFT #990567, Checking Account EFT #990509, Checking
Account #35690-35697, be paid, the September 30, 2025 payroll of $109,983.69, #35698-35743,
Direct Deposit Run, EFT #202535-202537, be approved and the 3rd Quarter 2025 Financial Reports
consisting of Cash and Investment Activity Report, Revenue Summary Report and Expenditure
Summary Report were received; motion carried unanimously.
Melisa Turner, representing the Friends of the Library, was present to request a letter of support for
the library front door relocation project for the grant applications that are being worked on for the
project. Motion by Werner, second by Shaw that Mayor Naillon be authorized to sign a letter of
support for the project; motion carried unanimously.
WSLCB Notice of Special Occasion License Applications received for the Oroville Grange, events to be
held October 11th, October 25th and November 1st. Discussed that no details have been submitted
explaining the scheduled events; Council requested that Clerk Denney request that event details be
submitted for the future applications. Also discussed the number of Special Occasion License
Applications that have been submitted for the Oroville Grange this year. Motion by Marthaller, second
by Moser that the 3 applications be approved; motion carried unanimously.
Veranda Beach Homeowners Association Industrial Park Building Lease Agreement renewal for
consideration. Mayor Naillon stated that no changes have been made to the agreement, it will have a
three year term beginning January 1, 2026 and the rent will remain at $2,500 per month, plus
leasehold tax. Motion by Werner, second by Shaw that Mayor Naillon and Clerk Denney be authorized
to sign the lease agreement; motion carried unanimously.
WSLCB Notice of Cannabis License Application received; application is for the assumption of a license
located at 130 Chesaw Rd, Ste. D and the applicant is LCG GO LLC. Motion by Werner, second by
Moser to approve the application; motion carried unanimously.
WSLCB Notice of Liquor License Renewal for the Fraternal Order of Eagles; no comments.
Department Head Updates
Police Chief Hirst reported that with the cooler weather, the department is seeing a reduction in
property crimes. Hirst also reported on the threat at the Oroville School and Sergeant Kim’s response
to the threat; a student was booked into Juvenile Detention and charges will be filed against the
student.
Superintendent Thompson requested that a Fall Cleanup be scheduled for Wednesday, October 29th;
City Hall to publish the notice.
As there being no further business, meeting adjourned at 7:10 pm by Mayor Naillon.
