REGULAR MEETING May 2nd, 2022 Meeting called to order at 7:07 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlan, Mike Nunley, Bo Coconis and Greg Gibson Mike motioned to accept the minutes of the Regular Village Council Meeting held April 4th, 2022. Seconded by Ed. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Ed motioned to dispense with the Fiscal Officer’s report for April 2022 as we awaiting the Bank Statement. Seconded by Greg. Lowe – yea, St. Clair – yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. Mayor Lloyd asked Council if they saw the April 2022 Mayor’s Court Data? CITIZENS AND GUESTS Adrian Browning – 40 Juanita Dr. – I don’t know if council is aware of the homeless encampment at the corner of State Route 719 hill at the end of Valley Gem Drive (Roger’s Addition) and would like to know what Council intends on doing about it. Chief Ross said it is not in the village. Mr. Browning said he understands it is on state right of way. Chief Ross said he has spoken to the County Commissioners and the City of Zanesville, which the property is in their jurisdiction, about a week ago and I do not know where it went from there. Mr. Browning asked “Does the Village have a plan to keep this from getting larger?”. Mayor Lloyd said not to her knowledge, we have ordinances that state you can not live in mobile homes, cars and stuff like that. Mr. Browning said my I suggest that we start a Village Ordinance to prevent any homeless camps, homeless shelters, soup kitchens, food pantries, halfway houses, drug treatment centers, recovery centers, cell phone charging stations, or anything that brings that element to our community. There are plenty of those operations in the City of Zanesville and I don’t want to see the Village of South Zanesville become the City of Zanesville’s dumping grounds. Mayor Lloyd said we do have a food pantry and we cannot deny that. Chief Ross said since I have been the Police Chief here in South Zanesville I have been running them out of the Village. Mr. Browning said I appreciate that. Chief Ross continued that I have seen them in the trash and stuff like that, I tell them the Village has an Ordinance that they can not get into the trash dumpster and you have to have permission to even get in there. I have talked to a lot of the business owners and they do not want people in there like CVS Pharmacy and I chase them out. Council Member Coconis said I don’t disagree, but they could have some rights that I was not aware of in regards to some property. I understand we do not want it to become more of an issue. Council Member St. Clair added I spoke with Chief Ross last month when he came up because we do have some of the homeless on our side of St Rt 719 and honestly on Valley Gem, Hillcrest, and Riverbend are the most susceptible even though they are on the other side of the fence and not in the Village through. Council Member Lowe said I think everyone is right but we need to find out what is legal. 6 Tony Ireland – Buckeye State Pipe – just here for the water meter bid opening. DEPARTMENT HEADS Administrator – Danny Wiseman We are starting to clear the trees and getting ready for the Dog park, we have been dressing up around the pool area, we are starting to go around and putting a list together for weed notices so they will be going out as soon as they can. Council Member St. Clair asked if back yards count. Danny replied yes, they count. Fire – Russell Taylor Total runs for the month of Apr 2022, we had a total of 76 calls for service (YTD 364) as follows: Fire - 13 Calls (YTD 78) EMS – 63 Calls (YTD 286) 3 Fire Calls 46 Transports 1 Hazardous Situation Call 5 Refusals 4 Service Calls 2 Mutual Aid Transport 1 False Alarm 8 Lift Assists 4 Cancelled Calls 1 Dropped Call (2nd Run in Progress) 1 Medic Assist with Crooksville 1 Dropped Call (2nd run in progress) We worked with Danny and he was able to get the hydrants tested that we needed for ISO insurance data. Still awaiting Maysville Water. We have collected $39,349.72 so far this year for EMS revenue or 23.8%. Our meat raffle had 83 people attend and we sold all the tickets we had. Next raffle will be on June 18th. Police – Mark Ross For April we had 125 incidents, that included, 4 accidents, 3 misdemeanor arrests, 2 felony arrests and 42 traffic stops. The auxiliaries did 33 hours of service work for April. Compared to last years stats of 156 incidents we are down this year by 26 incidents. On April 18th, 2022, I encountered 2 of the 3 Muskingum County Sheriff Office inmates that escaped from the county jail. I pursued after the suspects that were in a stolen pick-up truck. The pursuit ended after stop sticks were deployed and a pit maneuver was done by the sheriff’s office causing the suspects to crash. The 2 suspects were apprehended and later the 3rd. If it wasn’t for the South Zanesville P. D. the suspects may have gotten away. On April 25th, 2022, a Search Warrant was executed out of an aggravated menacing complaint involving a weapon at a trailer on Willis Drive. Approximately 6 bags of marijuana and 5 handguns were confiscated. The investigation is still ongoing in hopes to filing felony charges in the future. 6 From the last Council Meeting, the speed sign was up and running on N. Pembroke Avenue and Clay Street. The sign was up for about a week at a time at those locations. As to property clean-ups, per our Village Solicitor, letters were to be drafted by the Village Administrator. With the help of the Police Department those properties were identified, and letters were hand delivered to those property owners. One more thing is that I have received a lot of positive about the Police Levy so I am not sure what it is going to look like tomorrow but my hopes are there. Council Member Coconis said I have 2 things. 1st good work on the inmate recapture and 2nd the marijuana and handgun situation that was not always dealt with in the past. It’s nice to know that when things like this comes up you know how to respond and get it taken care of. Water – Danny Wiseman For the month of April, we had 73 work orders of which 71 were completed and closed and 2 were new. We also had 57 locates. Council Member Lowe asked “how many leaks do we have that is causing us to loss water”? Danny replied we are losing about 30 thousand. We fond and fixed 2 more leaks. Council Member Lowe asked what was it last time? Danny replied about 50 thousand. The high service pump at the water plant has been repaired, reinstalled and back in service. As Russell told you we tested the hydrants. W had about 8 hydrants open and tested the ones that needed tested. Council Member Lowe asked how did you test them. Danny replied flow test. Danny noted on the Water Meter Project bid that there were 2 bids, but only one meter will work with our current system. Mayor Lloyd asked for a motion to accept a bid for the Water Meter Project. Council Member Lowe motioned to accept Buckeye State Pipe bid for the Water Meter Project. Seconded by Ed. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Street – Danny Wiseman ODOT asked me to bring to your attention, we were talking about the no turn on red signs the other day on our sides streets that joins Maysville Pike. He, ODOT, said they were going to take theirs down and we were wondering if we were going to take ours down. I told him I would have to have Council’s approval. There are other options as I would like to have input from the chief and I’m not sure if the BMV needs them up. We do not need to do it the night. Most agreed that the one on East Main Street should stay. Mayor Lloyd put this into the Street Committee. 6  REPORTS OF COUNCIL COMMITTEES No Report COMMUNICATIONS AND LETTERS A. Designee Letter of Authorization for Public Records Training. Greg motioned that Chris Kerby be the designee to attend the Public Records Training for Council and Mayor. Seconded by Bo. ORDINANCES AND RESOLUTIONS Ordinance 2022-4 AN ORDINANCE PROVIDING FOR AMENDING AND REVISINGSPECIFIC LINE-ITEMS IN THE APPROPRIATIONS OF EXPENDITURES FOR THE VILLAGE OF SOUTH ZANESVILLE FOR THE FISCAL CALENDAR YEAR 2022 AND DECLARING IT AN EMERGENCY Ed moved to suspense with the three separate readings rules of Ordinance 2022-4 pursuant to statue 731.17 of the Ohio revised Codes and declare it an emergency. Seconded by Kim. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe - yea. Motion Carried. Greg motioned to pass Ordinance 2022-4. Seconded by Kim. Resolution 1093 A RESOLUTION AUTHORIZING EXPENDITURES FROM THE AMERICAN RESCUE PLAN ACT FUNDS AND DECLARING AN EMERGENCY Ed moved to suspense with the three separate readings rules of Resolution 1093 pursuant to statue 731.17 of the Ohio revised Codes and declare it an emergency. Seconded by Bo. Lowe – yea, St. Clair – yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. Ed motioned to pass Resolution 1093. Seconded by Greg. Lowe – yea, St. Clair – yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. UNFINISHED BUSINESS Council Member Coconis stated this is more of a concern. I was driving up in the trailer park behind Campbell’s after the last meeting, looking at some of the roads and then just drove through it all. I feel we need to potentially address how some of those trailers and yards. We need to look at addressing some of the Ordinances and trying to figure out we just don’t have trash. My worry is it could get worse. I was very disappointed with the roads and conditions up there. Mayor Lloyd said I agree 6 let’s put that in to the Rules Committee. Council Member Lowe agreed. Council Member Coconis stated before we start making any changes we need if I go down and get Dick McClelland and take a ride up there with him if that would help. Chief Ross said we cannot control the renters; the owners should be screening them. Council Member Coconis appearance to me is something no matter how much money you have that effort. Mayor Lloyd put this in the Rules Committee. Mayor Lloyd asked Council Member Lowe if he had decided on a date to reschedule the clean up day. Council Member Lowe said he would get with Russell and set a date.
