Approval of Voucher Detail - 01-17-2024 Legislative Meeting January 17, 2024 Page 1 of 14 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated 01-17-2024 in the amount of $1,403,693.37 Updated Voucher Detail Report 01172024 C. RESOLUTION APPROVING 2024 CABARET LICENSE FOR HUDSON VALLEY BOOKS, INC. DBA HUDSON VALLEY BOOKS FOR HUMANITY, 67 CENTRAL AVENUE, OSSINING, NEW YORK WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining (“Code”), the authorized representative of the business Hudson Valley Books, Inc. dba Hudson Valley Books for Humanity, 67 Central Avenue, Ossining, New York presented an application to the Village Clerk, as licensing officer, for a cabaret license where only soft drinks are to be served; and WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused an investigation into said application and after receiving the results of the investigation from the Finance Department, Building Department and Police Department the application was referred to the Board of Trustees for final approval; and WHEREAS, the Board of Trustees reviewed the application at the January 10, 2024 work session, hearing from interim Chief of Police Donohue and Corporation Counsel Kahan; now therefore be it RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a Cabaret License for 2024 for Hudson Valley Books, Inc. dba Hudson Valley Books for Humanity where only soft drinks are to be served as follows: Hudson Valley Books, Inc. dba Hudson Valley Books for Humanity Days/Hours: Sunday through Thursday 4 pm to 10 pm Friday and Saturday 4 pm to 11 pm Occasional instrumental and/or vocal performances maximum 6 performers; and be it further RESOLVED, that the licensee may request from the Village Manager an extension of the hours for the operation of the cabaret for a specific event on a specific date upon a showing of good cause; and be it further RESOLVED, that a licensee may request an extension of the hours for the operation of the cabaret no more than one day per calendar quarter (January 1-March 31; April 1- June 30; July 1-September 30 and October 1-December 31) and that in no event shall the hours of operation extend past 2:00 am; and be it further RESOLVED, that no fewer than five (5) business days before the specific date for which an extension of the hours of operation of the cabaret is sought, the licensee, by its authorized representative, shall present to the Village Manager a written request for the extension of hours of operation of the cabaret; and be it further RESOLVED, that upon receipt of the written request for an extension of the hours of operation of the cabaret, the Village Manager or designee will contact the Ossining Police Department and Village of Ossining Building Department to determine if there are any reasons that the request should be denied or modified; and be it further RESOLVED, that the Village Manager will advise the licensee of his/her decision on the written request no fewer than two (2) business days before the date of the specific event; and be it further RESOLVED, that where the request for an extension of the hours of operation of the cabaret is approved, the Village Manager or designee shall notify the Police Department of the extended hours which extended hours shall not extend past 2:00 am; and be it further RESOLVED, that the Village Manager’s or designee’s approval of the request for an extension of the hours for the operation of the cabaret shall only be for the specific date and may not be used as a basis to extend the hours of operation for any other date; and be it further Legislative Meeting January 17, 2024 Page 2 of 14 RESOLVED, that pursuant to section 100-9 of the Village Code, the Board of Trustees may revoke or suspend any cabaret license issued under chapter 100 where the license was obtained by fraud or false representation of fact or failing to comply with the provisions of chapter 171 (Licenses). D. Authorization to sign proposal RESOLVED, that upon review by the Corporation Counsel, the Village Manager is authorized to sign the December 15, 2023 proposal from Mitchell Associates Architects for professional services for life safety assessments, prioritization and implementation plan for village-owned fire stations. E. Appointment RESOLVED, that pursuant to village code section 24-4, the Board of Trustees designates Felicia Marquie as Chairperson of the Landlord Tenant Relations Council for 2024. F. Approve settlement of workers’ compensation claim RESOLVED, that following review by the Corporation Counsel the Board of Trustees authorizes the settlement of workers’ compensation claim (VOS13005) for employee XXX-XX-2314 for $223,409; and be it further RESOLVED, that the settlement, pursuant to section 32 of the Workers’ Compensation Law requires the approval of the Workers’ Compensation Board; and be it further RESOLVED, that the Village Manager may execute such documents as are necessary to effectuate the settlement. G. DPW-Award of Bid-Indian Brook Water Treatment Plant- General Construction RESOLVED, that subject to review by the Corporation Counsel, the Board of Trustees of the Village of Ossining hereby awards the bid for Contract No. DPW-23-03G Indian Brook Water Treatment Plant- General Construction to ELQ Industries, Inc., 567 Fifth Avenue, New Rochelle, New York 10801 for the bid amount of $68,541,828.64 as the lowest bid received from a responsive and responsible bidder; and be it further RESOLVED, that upon review by the Corporation Counsel the Village Manager is authorized to sign the aforementioned contract with ELQ Industries, Inc. H. DPW-Award of Bid-Indian Brook Water Treatment Plant- Plumbing Construction RESOLVED, that subject to review by the Corporation Counsel, the Board of Trustees of the Village of Ossining hereby awards the bid for Contract No. DPW-23-03P Indian Brook Water Treatment Plant- Plumbing Construction to Mace Contracting Corp., 35 Portman Road, New Rochelle, New York 10801 for the bid amount of $2,200,000.00 as the lowest bid received from a responsive and responsible bidder; and be it further RESOLVED, that upon review by the Corporation Counsel the Village Manager is authorized to sign the aforementioned contract with Mace Contracting Corp. I. DPW-Award of Bid-Indian Brook Water Treatment Plant- HVAC Construction RESOLVED, that subject to review by the Corporation Counsel, the Board of Trustees of the Village of Ossining hereby awards the bid for Contract No. DPW-23-03H Indian Brook Water Treatment Plant- HVAC Construction to Carey & Walsh, Inc., 529 North State Road, Briarcliff Manor, New York 10510 for the bid amount of $3,185,000.00 as the lowest bid received from a responsive and responsible bidder; and be it further RESOLVED, that upon review by the Corporation Counsel the Village Manager is authorized to sign the aforementioned contract with Carey & Walsh, Inc. DPW-Award of Bid-Indian Brook Water Treatment Plant- Electrical Construction Legislative Meeting January 17, 2024 Page 3 of 14 RESOLVED, that subject to review by the Corporation Counsel, the Board of Trustees of the Village of Ossining hereby awards the bid for Contract No. DPW-23-03E Indian Brook Water Treatment Plant- Electrical Construction to Solar Electric Systems, Inc., 2 Tibbits Avenue, White Plains, New York 10606 for the bid amount of $13,100,000.00 as the lowest bid received from a responsive and responsible bidder; and be it further RESOLVED, that upon review by the Corporation Counsel the Village Manager is authorized to sign the aforementioned contract with Solar Electric Systems, Inc. K. RESOLUTION DENYING THE NOVEMBER 22, 2023 APPLICATION BY EL MANABITA SPORTS RESTAURANT, INC. DBA EL MANABITA RESTAURANT AND BAR, 107 MAIN STREET, OSSINING, NEW YORK, FOR A CABARET LICENSE WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining (“Code”), by application dated November 22, 2023, the authorized representative of the business El Manabita Sports Restaurant and Bar, 107 Main Street, Ossining, New York, presented an application to the Village Clerk, as licensing officer, for a 2024 cabaret license; and WHEREAS, pursuant to section 100-4 of the Code, the Village Clerk referred the application to the Chief of Police, “for a full investigation as to the truth of the statements contained therein, and as to any or all other matters which might tend to aid in determining whether or not such application should be granted”; and WHEREAS, the Village Clerk also referred the application to the Village Building Department to inspect the premises for the proposed cabaret and to advise if any violations of the New York State Uniform Fire Prevention and Building Code and Village Code were observed; and WHEREAS, the Village Clerk also referred the application to the Village Finance Department to advise if the applicant was indebted or obligated in any manner to the Village of Ossining; and WHEREAS, pursuant to section 100-5 of the Code, the police department responded to the Village Clerk on December 28, 2023 and provided a printout of police calls to the location since 2021; and WHEREAS, Captain (now interim Chief of Police) Donohue wrote about the applicant, “This location is an SLA (State Liquor Authority) focal point, drawing more police resources than comparable businesses. This location has been the scene of numerous local and SLA violations, including noise complaints, disturbances, altercations, and assaults. It also has pending SLA charges”; and WHEREAS, an inspection of the premises was performed by Building Department personnel on December 14, 2023 and the Senior Code Enforcement Officer noted that the establishment passed the inspection, previous violations observed on December 6 had been corrected and required documentation provided; and WHEREAS, the Village Treasurer advised on November 29, 2023 that the applicant was not indebted or obligated to the village in any manner; and WHEREAS, pursuant to section 100-6 of the Code, the Village Clerk referred the application to the Board of Trustees, which board is responsible for determining whether the cabaret license should be granted or denied; and WHEREAS, the Board of Trustees at the January 10, 2024 work session discussed and reviewed the application hearing from interim Chief of Police Donohue, Corporation Counsel Kahan, Fernando Vasquez, the representative of the applicant and Louis Chisari, counsel for the applicant; now therefore be it RESOLVED,that the application by El Manabita Sports Restaurant, Inc. dba El Manabita Restaurant and Bar, 107 Main Street, Ossining, New York for a cabaret license for 2024 is denied; and be it further Legislative Meeting January 17, 2024 Page 4 of 14 RESOLVED, that pursuant to Village Code section 171-13, the Village Clerk shall refund all fees paid in advance for the cabaret license application; and be it further RESOLVED, that the authorized representative from El Manabita Sports Restaurant, Inc. dba El Manabita Restaurant and Bar shall contact the Ossining Police Department to review ways to reduce the number and types of reported incidents at the location. L. Finance – Establishment of Various Capital Projects from 2023 Financing Sources WHEREAS, Village management wishes to establish capital projects for various capital purposes and purchases which were part of the Village’s 2024 Capital Plan and designated to be financed by accumulated and available surplus fund balance as of December 31, 2023, now therefore be it RESOLVED, the Adopted Budgets of the General, Water and Sewer Funds are modified in 2023 to appropriate unexpended appropriations, and/or accumulated and available fund balance for 2024 Capital Plan items aggregating $1,731,485.00, and that capital projects and capital project budgets be established, as follows: Legislative Meeting January 17, 2024 Page 5 of 14 M. Finance – Establishment of 2024 Streets, Sidewalks, Curbs, Parking Lot Capital Project from Debt Financing Sources and CHIPS State Aid Funding WHEREAS, Village management wishes to establish a capital project in accordance with the 2024 Capital Plan for Streets, Sidewalk Resurfacing, Curbs, and Parking Lot for State Street Firehouse not to exceed $590,000 designated to be financed by issuance of $350,000 serial bonds, and $240,000 CHIPS State Aid Funding, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: N. Finance – Establishment of 2024 Trucks and Heavy Equipment Capital Projects from Debt Financing WHEREAS, Village management wishes to establish capital projects in accordance with the 2024 Capital Plan for (1) Six Wheel Dump Truck not to exceed $300,000 designated to be financed by issuance of $300,000 serial bonds, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: Legislative Meeting January 17, 2024 Page 6 of 14 O. Finance – Establishment of 2024 Fire Department Rescue Truck Capital Project from Debt Financing WHEREAS, Village management wishes to establish capital projects in accordance with the 2024 Capital Plan for (1) Fire Department Rescue Truck replacing R14 not to exceed $950,000 designated to be financed by issuance of $950,000 serial bonds, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: P. Finance – Establishment of 2024 Fire Portable Radios Capital Project from Debt Financing WHEREAS, Village management wishes to establish capital projects in accordance with the 2024 Capital Plan for Fire Department Portable Radios not to exceed $350,000 designated to be financed by issuance of $350,000 serial bonds, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: Q. Finance – Establishment of 2024 Police Radio Infrastructure Capital Project from Debt Financing WHEREAS, Village management wishes to establish capital projects in accordance with the 2024 Capital Plan for Police Radio Infrastructure not to exceed $750,000 designated to be financed by issuance of $750,000 serial bonds, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: Legislative Meeting January 17, 2024 Page 7 of 14 R. Finance – Establishment of 2024 Police Records Management System Capital Project from Debt Financing WHEREAS, Village management wishes to establish capital projects in accordance with the 2024 Capital Plan for Police Records Management System not to exceed $500,000 designated to be financed by issuance of $500,000 serial bonds, now therefore be it RESOLVED, capital projects and capital project budgets are established, as follows: S. A RESOLUTION AUTHORIZING THE PURCHASE OF POLICE AND FIRE COMMUNICATIONS EQUIPMENT IN AND FOR THE VILLAGE OF OSSINING, WESTCHESTER COUNTY, NEW YORK, AT A TOTAL MAXIMUM ESTIMATED COST OF $1,100,000 AND AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE ISSUANCE OF $1,100,000 SERIAL BONDS OF SAID VILLAGE TO PAY THE COST THEREOF. BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Ossining, Westchester County, New York, as follows: Section 1. The purchase of police and fire communications equipment in and for the Village of Ossining, Westchester County, New York, including costs incidental thereto, is hereby authorized, subject to permissive referendum, at a total maximum estimated cost of $1,100,000. Section 2. The plan for the financing of the aforesaid maximum estimated cost is by the issuance of $1,100,000 serial bonds of said Village, hereby authorizedto be issued therefor pursuant to the provisions of the Local Finance Law. Section 3. It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is ten years pursuant to subdivision 25 of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years. Section 4. The faith and credit of said Village of Ossining, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds Legislative Meeting January 17, 2024 Page 8 of 14 becoming due and payable in such year. To the extent not paid from other sources, there shall annually be levied on all the taxable real property of said Village, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable. Section 5. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Village Treasurer, the chief fiscal officer. Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said Village Treasurer, consistent with the provisions of the Local Finance Law. Section 6. All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the Village Treasurer, the chief fiscal officer of such Village. Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Village Treasurer shall determine consistent with the provisions of the Local Finance Law. Section 7. The validity of such bonds and bond anticipation notes may be contested only if: 1) Such obligations are authorized for an object or purpose for which said Village is not authorized to expend money, or 2) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or 3) Such obligations are authorized in violation of the provisions of the Constitution. Section 8. This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150-2. Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein. Section 9. Upon this resolution taking effect, the same shall be published in summary form in the official newspaper of said Village for such purpose, together with a notice of the Village Clerk in substantially the form provided in Section 81.00 of the Local Finance Law. Section 10. THIS RESOLUTION IS ADOPTED SUBJECT TO PERMISSIVE REFERENDUM. T. A RESOLUTION AUTHORIZING THE ACQUISITION OF A POLICE RECORDS MANAGEMENT SYSTEM IN AND FOR THE VILLAGE OF OSSINING, WESTCHESTER COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $500,000 AND AUTHORIZING THE ISSUANCE OF $500,000 SERIAL BONDS OF SAID VILLAGE TO PAY THE COST THEREOF. Section 1. BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Ossining, Westchester County, New York, as follows: Section 2. The acquisition of a police Records Management System, including costs incidental thereto, in and for the Village of Ossining, Westchester County, New York, is hereby authorized at a maximum estimated cost of $500,000. Section 3. It is hereby determined that the plan for the financing of the aforesaid maximum estimated cost shall be by the issuance of $500,000 serial bonds of said Village hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law. It is hereby determined that the period of probable usefulness of the aforesaid specific object or purpose is five years pursuant to subdivision 32 of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the bonds herein authorized will not exceed five years. Section 5. The faith and credit of said Village of Ossining, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. There shall annually be levied on all the taxable real property of said Village, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable. Section 6. A RESOLUTION AUTHORIZING THE PURCHASE OF A FIRE RESCUE TRUCK IN AND FOR THE VILLAGE OF OSSINING, WESTCHESTER COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $950,000 AND AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE ISSUANCE OF $950,000 SERIAL BONDS OF SAID VILLAGE TO PAY THE COST THEREOF. BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Ossining, Westchester County, New York, as follows: Legislative Meeting January 17, 2024 Page 10 of 14 Section 1. The purchase of a fire rescue truck in and for the Village of Ossining, Westchester County, New York, including costs incidental thereto, is hereby authorized, subject to permissive referendum, at a maximum estimated cost of $950,000. Section 2. The plan for the financing of the aforesaid maximum estimated cost is by the issuance of $950,000 serial bonds of said Village, hereby authorizedto be issued therefor pursuant to the provisions of the Local Finance Law. Section 3. It is hereby determined that the period of probable usefulness of the aforesaid specific object or purpose is twenty years pursuant to subdivision 27 of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years. Section 4. The faith and credit of said Village of Ossining, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. To the extent not paid from other sources, there shall annually be levied on all the taxable real property of said Village, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable. All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the Village Treasurer, the chief fiscal officer of such Village. Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Village Treasurer shall determine consistent with the provisions of the Local Finance Law. Section 7. The validity of such bonds and bond anticipation notes may be contested only if: 1) Such obligations are authorized for an object or purpose for which said Village is not authorized to expend money, or 2) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or 3) Such obligations are authorized in violation of the provisions of the Constitution. Section 8. This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150-2. Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein. Section 9. Upon this resolution taking effect, the same shall be published in summary form in the official newspaper of said Village for such purpose, together with a notice of the Village Clerk in substantially the form provided in Section 81.00 of the Local Finance Law. RESOLUTION AUTHORIZING RECONSTRUCTION AND RESURFACING OF Legislative Meeting January 17, 2024 Page 11 of 14 STREETS IN AND FOR THE VILLAGE OF OSSINING, WESTCHESTER COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $590,000 AND AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE ISSUANCE OF $350,000 SERIAL BONDS OF SAID VILLAGE TO PAY PART OF THE COST THEREOF. BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Ossining, Westchester County, New York, as follows: Section 1. The reconstruction and resurfacing of streets throughout and in and for the Village of Ossining, Westchester County, New York, including curbs, gutters, sidewalks, drainage, landscaping, grading or improving rights-of-way and other improvements and costs incidental thereto, is hereby authorized, subject to permissive referendum, at a maximum estimated cost of $590,000. Section 2. The plan for the financing of the aforesaid maximum estimated cost is (i) by the issuance of $350,000 serial bonds of said Village, hereby authorizedto be issued therefor pursuant to the provisions of the Local Finance Law; and (ii) by the application of $240,000 CHIPS grant funding. Section 3. It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is fifteen years pursuant to subdivision 20(c) of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years. Section 4. The faith and credit of said Village of Ossining, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. To the extent not paid from other sources, there shall annually be levied on all the taxable real property of said Village, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable. Section 5. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Village Treasurer, the chief fiscal officer. Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said Village Treasurer, consistent with the provisions of the Local Finance Law. Section 6. BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Ossining, Westchester County, New York, as follows: Section 1. Adoption of Local Law 1-2024, “A Local Law amending Chapter 250 (Vehicles and Traffic) of the Village of Ossining Code” WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been considering the adoption of proposed Local Law -2023, titled, “A Local Law amending chapter 250 9Vehicles and Traffic) of the Village of Ossining Code”; and WHEREAS, a public hearing was conducted on January 3, 2024 at 7:30 pm at the Municipal Building, 16 Croton Avenue, Ossining, New York and via the Zoom platform affording members of the public an opportunity to be heard; and WHEREAS, the public hearing was closed on January 3, 2024; and WHEREAS, there are no impediments to approving the proposed local law; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts as Local Law 1-2024, A Local Law amending Chapter 250, sections 250-30 and 250-32 (Vehicles and Traffic, parking at the railroad station and parking time limits in designated municipal parking lots) and directs that said local law be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that Local Law 1-2024 shall become effective upon filing with the Secretary of State pursuant to the Municipal Home Rule Law.
