III. VILLAGE BOARD RESOLUTIONS
A. RESOLUTION APPROVING 2024 CABARET LICENSE FOR OSSINING ELKS
LODGE #1486, 118 CROTON AVENUE, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Ossining Elks Lodge #1486, 118
Croton Avenue, Ossining, New York presented an application to the Village Clerk, as
licensing officer, for a cabaret license where only soft drinks are to be served; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused

an investigation into said application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department the
application was referred to the Board of Trustees for final approval; and
WHEREAS, the Board of Trustees reviewed the application at the January 17, 2024
regular meeting, hearing from interim Chief of Police Donohue and Corporation Counsel
Kahan; now therefore be it
RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a
Cabaret License for 2024 for Ossining Elks Lodge #1486 where soft drinks, wine and
beer beverages and any other alcoholic beverages are to be served as follows:
Ossining Elks Lodge #1486
Days/Hours: Thursday through Saturday 7:00 pm to 11:00 pm
Sunday 1:00 pm to 11:00 pm
Live music, DJ and patron dancing; and be it further
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the
hours of operation extend past 2:00 am; and be it further
RESOLVED, that no fewer than five (5) business days before the specific date for which
an extension of the hours of operation of the cabaret is sought, the licensee, by its
authorized representative, shall present to the Village Manager a written request for the
extension of hours of operation of the cabaret; and be it further
RESOLVED, that upon receipt of the written request for an extension of the hours of
operation of the cabaret, the Village Manager or designee will contact the Ossining Police
Department and Village of Ossining Building Department to determine if there are any
reasons that the request should be denied or modified; and be it further
RESOLVED, that the Village Manager will advise the licensee of his/her decision on the
written request no fewer than two (2) business days before the date of the specific event;
and be it further
RESOLVED, that where the request for an extension of the hours of operation of the
cabaret is approved, the Village Manager or designee shall notify the Police Department
of the extended hours which extended hours shall not extend past 2:00 am; and be it
further
RESOLVED, that the Village Manager’s or designee’s approval of the request for an
extension of the hours for the operation of the cabaret shall only be for the specific date
and may not be used as a basis to extend the hours of operation for any other date; and
be it further

RESOLVED, that pursuant to section 100-9 of the Village Code, the Board of Trustees
may revoke or suspend any cabaret license issued under chapter 100 where the license
was obtained by fraud or false representation of fact or failing to comply with the
provisions of chapter 171 (Licenses).
B. RESOLUTION APPROVING 2024 CABARET LICENSE FOR TRIFECTA CUISINE
CORP. DBA KARMA LOUNGE OF WESTCHESTER, 175 MAIN STREET,
OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Trifecta Cuisine Corp. dba
Karma Lounge of Westchester, 175 Main Street, Ossining, New York presented an
application to the Village Clerk, as licensing officer, for a cabaret license; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into said application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department the
application was referred to the Board of Trustees for final approval; and
WHEREAS, the Board of Trustees reviewed the application at the January 17, 2024
regular meeting, hearing from interim Chief of Police Donohue, Corporation Counsel
Kahan and the applicant’s representatives; now therefore be it
RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a
Cabaret License for 2024 for Trifecta Cuisine Corp. dba Karma Lounge of Westchester,
175 Main Street where soft drinks, wine and beer beverages and any other alcoholic
beverages are to be served as follows:
Trifecta Cuisine Corp. dba Karma Lounge of Westchester
Days/Hours: Monday, Tuesday and Wednesday- 12:00 pm to 11:00 pm
Thursday and Sunday- 12:00 pm to 12:00 am
Friday and Saturday- 12:00 pm to 1:00 am
Live music (one to five performers), jukebox, and DJ; and be it further
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the

DBA 3 WESTERLY BAR & GRILL, 3 WESTERLY ROAD, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Ossining Rest LLC dba 3
Westerly Bar & Grill, 3 Westerly Road, Ossining, New York has presented an
application to the Village Clerk, as licensing officer, for a 2024 cabaret license; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into said application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department the
application has been referred to the Board of Trustees for approval; and
WHEREAS, the Board of Trustees reviewed the application at the January 24 special
meeting, hearing from Corporation Counsel; now therefore be it
RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a 2024
Cabaret License for Ossining Rest LLC dba 3 Westerly Bar & Grill serving soft drinks,
wine and beer beverages and any other alcoholic beverages as follows:
Ossining Rest LLC dba 3 Westerly Bar & Grill
Days/Hours: Friday and Saturday 12:00 p.m. to 1:00 a.m.
Sunday through Thursday 12:00 p.m. to 12:00 a.m.
Type of Music: Recorded music only; and be it further
RESOLVED, that the licensee may request from the Village Manager an extension of the

hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of

D. RESOLUTION APPROVING 2024 CABARET LICENSE FOR OSSINING HERE
COFFEE INC, 20 MAIN STREET, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Here Coffee Inc., doing business
as Here Coffee & Beer, 20 Main Street, Ossining, New York presented an application to
the Village Clerk, as licensing officer, for a cabaret license; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into said application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department the
application was referred to the
Board of Trustees for final approval; and

WHEREAS, the Board of Trustees reviewed the application at the January 24, 2024
special meeting, hearing from Corporation Counsel; now therefore be it
RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a
Cabaret License for 2023 for Here Coffee Inc. to serve soft drinks, wine and beer
beverages as follows:
Here Coffee Inc.
Days/Hours: Monday – Sunday- 12:00 PM to 10:00 PM
Up to 5 musical performers with professional sound equipment; and be it further
RESOLVED, that as Here Coffee Inc.’s current New York State Liquor Authority
license expires on July 31, 2024, on or before the expiration date, Here Coffee Inc. will
provide to the Village Clerk/License Officer a New York State Liquor Authority license
effective August 1, 2024;
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the
hours of operation extend past 2:00 am; and be it further
RESOLVED, that no fewer than five (5) business days before the specific date for which
an extension of the hours of operation of the cabaret is sought, the licensee, by its

BREWERY LLC, 75 SPRING STREET, OSSINING, NEW YORK
WHEREAS, pursuant to Chapters 100 and 171 of the Code of the Village of Ossining
(“Code”), the authorized representative of the business Sing Sing Kill Brewery LLC, 75
Spring Street, Ossining, New York presented an application to the Village Clerk, as
licensing officer, for a cabaret license; and
WHEREAS, pursuant to sections 100-3 and 100-5 of the Code, the Village Clerk caused
an investigation into said application and after receiving the results of the investigation
from the Finance Department, Building Department and Police Department the
application was referred to the Board of Trustees for final approval; and
WHEREAS, the Board of Trustees reviewed the application at the January 24, 2024
special meeting; now therefore be it
RESOLVED that pursuant to the Code, the Board of Trustees hereby approves a
Cabaret License for 2024 for Sing Sing Kill Brewery LLC as follows:
Days/Hours: Sunday through Thursday 12:00 pm until 12:00 am (midnight)
Friday and Saturday 12:00 pm to 1:00 am
Type of entertainment: Live music, stand-up comedy, karaoke, et. al. Maximum number
of performers 8; and be it further
RESOLVED, that the cabaret license authorizes the business to serve soft drinks, wine
and beer beverages and any other alcoholic beverages; and be it further
RESOLVED, that as the current license issued by the New York State Liquor Authority
expires on February 29, 2024, prior to that date, Sing Sing Kill Brewery will provide to
the Village Clerk a liquor license with an effective date of March 1, 2024; and be it
further
RESOLVED, that the licensee may request from the Village Manager an extension of the
hours for the operation of the cabaret for a specific event on a specific date upon a
showing of good cause; and be it further
RESOLVED, that a licensee may request an extension of the hours for the operation of
the cabaret no more than one day per calendar quarter (January 1-March 31; April 1-
June 30; July 1-September 30 and October 1-December 31) and that in no event shall the
hours of operation extend past 2:00 am; and be it further
RESOLVED, that no fewer than five (5) business days before the specific date for which
