VILLAGE BOARD RESOLUTIONS A. Approval of Minutes - September 30, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Minutes of the September 30, 2025 Regular Meeting as presented. Approval of Voucher Detail - October 15, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated October 15, 2025 in the amount of $1,083,423.75. Approval of IBWTP Voucher Detail -October 15, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the IBWTP Voucher Detail Report dated October 30, 2025 in the amount of $3,377,726.19. Village Manager- Multi-Modal Transportation Hub- Letter of Resolution RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign the Letter of Resolution between the New York State Urban Development Corporation dba Empire State Development and the New York State Office of Parks, Recreation and Historic Preservation regarding the village’s Multi- Modal Transportation Hub. E. Amendments to Chapter 270 (RDD zoning district)- SEQR Determination of Significance WHEREAS, the Village of Ossining Board of Trustees is considering amendments to Chapter 270 (Zoning) of the Village Code which amendments would remove certain uses such as residential, hotel, lodging and educational from the RDD (Riverfront Development District) zoning district; now therefore be it RESOLVED, the Village of Ossining Board of Trustees finds that pursuant to Article 8 of the State Environmental Conservation Law and 6 NYCRR Part 617, and based upon review of the Full Environmental Assessment Form, Parts 1, 2 and 3 (annexed hereto) the Village adopts a Negative Declaration in connection with the amendments to Chapter 270; and be it further RESOLVED, that this Negative Declaration shall have an effective date of October 15, 2025. FEAF Part 1_RDD feafpart2_Amendements to Local Law Chapter 270 feafpart3_Amendements to Local Law Chapter 270 F. Adoption of Local Law 6-2025, “A Local Law amending Chapter 270 (Zoning) of the Village of Ossining Code”. WHEREAS, the Board of Trustees of the Village of Ossining (“Village Board”) has been considering the adoption of proposed Local Law -2025, titled, “A Local Law amending Chapter 270 (Zoning) of the Village of Ossining Code”; and WHEREAS, the proposed amendment revises section 270-22, RDD Riverfront Development District, section 270-26, Additional Standards and Appendix A, Use Tables, Table A-1 Permitted, conditional and special use permit uses in the business and mixed- use and planned waterfront districts”; and WHEREAS, the Board of Trustees adopted a Negative Declaration regarding the proposed amendments on October 15, 2025; and WHEREAS, pursuant to section 270-59, the proposed amendments to chapter 270 were referred to the Village of Ossining Planning Board and a response was provided; and WHEREAS, the proposed amendments were referred to the Westchester County Planning Board and a response was provided; and WHEREAS, the proposed amendments were referred to the village’s Environmental Advisory Council and a response was provided; and WHEREAS, a public hearing was conducted on September 30, 2025 at 7:30 pm at the Legislative Meeting October 15, 2025 Page 2 of 7 Birdsall Fagan Police-Court Facility, 86-88 Spring Street, Ossining, New York and via the Zoom platform affording members of the public an opportunity to be heard; and WHEREAS, the public hearing was closed on September 30, 2025; now therefore be it RESOLVED, that the Board of Trustees of the Village of Ossining hereby adopts as Local Law 6-2025, A Local Law amending Chapter 270 (Zoning) of the Village of Ossining Code and directs that Local Law 6-2025 be filed and/or distributed in accord with applicable law; and be it further RESOLVED, that pursuant to New York Village Law section 7-706(5), the text of Local Law 6-2025 shall be entered in the minutes of the Board of Trustees; and be it further RESOLVED, that Local Law 6-2025 shall become effective upon filing with the Secretary of State pursuant to the Municipal Home Rule Law. Local Law (RDD Zoning District- Chapter 270) OS1500-270a Table A-1250630 G. Finance – Rename and Increase 2022 Spring Street Sidewalks Project to 2025 Spring Street Sidewalks and Streets Project WHEREAS, Village management wishes to rename the original 2022 Spring Street Sidewalks project to 2025 Spring Street Sidewalks and Streets project and adjust the capital project in accordance with additional Community Development Block Grant funding with the required Village match from General Fund, and NYS Department of Transportation Grant Funding, now therefore be it RESOLVED, capital project and capital project budgets are adjusted, as follows: Legislative Meeting October 15, 2025 Page 3 of 7 H. Finance – Adjust 2023 DRI Multi-Modal Transportation Hub Capital Project. WHEREAS, Village management wishes to adjust the 2023 capital project in accordance with the bid and approved Bond Resolution for the Multi-Modal Transportation Hub project with an original budget of $13,243,000 designated to be financed by an Empire State Development Grant ($1M), DRI Grant ($2.243M), transfer from General fund balance ($3M), and General Fund Debt ($7M), to be increased to 21,000,000 with additional funding from Inter-Project DRI Funding ($1.5M), Inter-Project Caputo Center Roof transfer ($500K), Transfer from General Fund Balance ($3,882,000), Debt Service ($500K), and In-Lieu of Parking ($960K), now therefore be it RESOLVED, capital projects and capital project budgets are adjusted, as follows: Legislative Meeting October 15, 2025 Page 4 of 7 I. Finance – Adjustment of 2025 Caputo Center Roof Replacement Capital Project WHEREAS, Village management wishes to adjust the capital project in accordance with the actual costs, and transfer remaining balance to established Capital Projects from the Caputo Center Roof Replacement original budget of $1,200,000.00 to $558,300 and transfer balance through an inter-project transfers to the Multi-Modal Transportation Hub and Community Center Pool Project, now therefore be it RESOLVED, capital projects and capital project budgets are adjusted, as follows: J. Finance – Adjustment of 2023 DRI Market Square Public Plaza Enhancement and Expansion WHEREAS, Village management wishes to adjust the 2023 capital project in accordance with the award of the Downtown Revitalization Initiative (DRI) grant to enhance and expand the Market Square Plaza with an adjusted budget of $2,415,000, adjusted to $1,500,000 designated to be financed by a DRI Grant ($1M), and developer contribution ($500K), now therefore be it RESOLVED, capital projects and capital project budgets are adjusted, as follows: Legislative Meeting October 15, 2025 Page 5 of 7 K. Finance – Adjustment of 2023 DRI Station Plaza Streetscaping WHEREAS, Village management wishes to adjust the 2023 capital project in accordance with the award of the Downtown Revitalization Initiative (DRI) grant for Station Plaza Streetscaping with an original anticipated cost of $857,000 to $357,000 transferring balance to the Multi-Modal Transportation Hub, now therefore be it RESOLVED, capital projects and capital project budgets are adjusted, as follows: L. Finance – Adjustment of 2022 Improvements Joseph G. Caputo Community Center Capital Project Inter-Project Transfers WHEREAS, Village management established a capital project in accordance with the project resolution approved on May 18, 2022 to establish a capital project for various improvements at the Joseph G. Caputo Community Center and adjusted the project to $1,584,639 on April 4, 2023 the project budget requires an adjustment to $1,843,960.65 to reflect actual costs. The project adjustment will be funded by inter-project transfers from completed projects to be closed, now therefore be it RESOLVED, capital projects and capital project budgets are adjusted, as follows: Legislative Meeting October 15, 2025 Page 6 of 7 IX. CONTINUING BUSINESS OF THE BOARD X. NEW BUSINESS OF THE BOARD A. Local Youth Bureau- 2025 Summer Youth Employment Program RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign an intermunicipal agreement with the County of Westchester, through the Westchester County Youth Bureau to provide a summer youth and employment training program for eligible youth, such program to run from July 1, 2025 to September 30, 2025.
