VIII. VILLAGE BOARD RESOLUTIONS A. Approval of Minutes - November 5, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Minutes of the November 5, 2025 Regular Meeting as presented. Approval of Voucher Detail - November 19, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated November 19, 2025 in the amount of $1,441,652.18. VOUCH DET 111925 C. Approval of IBWTP Voucher Detail - November 19, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the IBWTP Voucher Detail Report dated November 19, 2025 in the amount of $4,244,019.49. IBWTP111925 D. Ossining Youth Bureau- 2025 agreement with Friends of the White Plains Youth Bureau RESOLVED, that following review by the Corporation Counsel, the Village Manager is authorized to sign the independent contractor agreement with the Friends of the White Plains Youth Bureau whereby the village through the Ossining Youth Bureau will provide and oversee the Grandpas United program funded by Westchester County for the period January 1, 2025 to December 31, 2025; and be it further RESOLVED, that the village shall be paid $16,666 for the services provided pursuant to the agreement. E. Department of Public Works- Re-bid Contract DPW 25-04, Birdsall Fagan Police-Court Facility Roof Replacement WHEREAS, on May 7, 2025 the Board of Trustees awarded contract DPW 25-04, Birdsall Fagan Police-Court Facility Roof Replacement to DiPaterio Contracting; and WHEREAS, on May 8, 2025 a Notice of Contract Award letter was sent to DiPaterio Contracting; and WHEREAS, on October 15, 2025, DiPaterio Contracting advised the village that it was withdrawing its bid; and WHEREAS, the village wants to re-bid contract DPW 25-04; now therefore be it RESOLVED, that following review by the Corporation Counsel, the Village Clerk is authorized to advertise for new bids to Contract DPW 25-04, Birdsall Fagan Police- Court Facility Roof Replacement, such bids to be returnable to the Village Clerk. F. Department of Public Works- Additional owner required testing and special inspection services for the new Indian Brook Water Treatment Plant WHEREAS, the Village of Ossining (“Village”) and Arcadis of New York, Inc. (“Arcadis”) entered into an agreement effective June 7, 2021 whereby Arcadis would provide construction management and resident inspection services for the new Indian Brook Water Treatment Plant (“IBWTP”); and WHEREAS, on June 5, 2024 the village and Arcadis approved amendment 2 to the aforementioned agreement to add $110,000 to the not-to-exceed budget for construction management services for special inspections necessary to meet Building Code requirements for construction of the new IBWTP; and WHEREAS, in a proposal letter dated November 4, 2025, Arcadis Senior Vice President Legislative Meeting November 19, 2025 Page 2 of 3  Michael Kosier wrote, “When we prepared the current not-to-exceed (NTE) budget of $110,000 for owner required testing and special inspections, it was based on previous experience with treatment plant construction; however, it was noted that the actual cost would be dependent on contractor schedule and productivity, and the budget would be revisited as we get closer to construction completion”; and WHEREAS, Arcadis advised that the testing and special inspections budget requires additional funding for Tectonic Engineering to continue providing these required services through project completion “assuming the contractor(s) continue to schedule their work at the current pace”; now therefore be it RESOLVED, that the Village Manager is authorized to sign the November 4, 2025 proposal letter adding $154,000 to Arcadis’ existing not-to-exceed budget for special inspections. IBWTP - Arcadis Tectonic Additional Services G. Fire Department – Appointment – Washington Hook & Ladder Co. #2 RESOLVED, that upon the recommendation of the Fire Chief, Emmanuel Toribio, Ossining, NY, was elected as active firefighter member of Washington Hook & Ladder Co. #2.
