Approval of Voucher Detail - August 13, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the Voucher Detail Report dated August 13, 2025 in the amount of $855,264.41. VOUCH DET 080625 B. Approval of IBWTP Voucher Detail - August 13, 2025 RESOLVED, that the Board of Trustees of the Village of Ossining hereby approves the IBWTP Voucher Detail Report dated August 13, 2025 in the amount of $147,889.00. IBWTP080625 C. Agreement with Kellard Sessions Consulting, Engineering & Landscape Architecture Planning, D.P.C. RESOLVED, that following review by the Corporation Counsel, the Village Manager or Special Meeting August 13, 2025 Page 1 of 3 designee is authorized to sign an agreement with Kellard Sessions Consulting, Engineering & Landscape Architecture Planning, D.P.C., 500 Main Street, Armonk, New York to provide construction management and inspection services on behalf of the village for the development of Crescent Manor, located at 136-140 Croton Avenue; and be it further RESOLVED, that the terms of the agreement are set forth in the contract proposal dated June 2, 2025. D. Authorize purchase of equipment for Ossining Volunteer Fire Department WHEREAS, pursuant to the Procurement Policy of the Village of Ossining:  A contract may be awarded without competition when the Village Manager upon recommendation of the applicable Department Head who concludes in writing following a good faith review of available resources and publicly advertising the Village’s intention to make a purchase on a sole or single source basis 14 days prior to the issuance of the award that there is only one source for the required commodity, supply, service or construction item; and WHEREAS, a sole or single source procurement will only apply in the following situations:  Only one company makes and sells a certain good or provides a certain service.  Only one company can service or maintain the equipment without voiding the warranty.  Where the provided service is performed by a company with a specific territory; and WHEREAS, in determining whether a procurement qualifies as a sole source the Village Manager and the applicable Department Head shall show at a minimum:  The unique benefits to the Village of the item as compared to other products available in the marketplace.  That no other product provides substantially equivalent or similar benefits. That, considering the benefits received, the cost of the item is reasonable in comparison to other products in the marketplace.  That there is no possibility of competition, as from competing dealers or distributors; and WHEREAS, the Village Manager, upon recommendation of the Assistant Village Manager and the Length of Service Award (LOSAP) committee of the Ossining Volunteer Fire Department determined that the products and services offered by Fire Rescue Systems/SCM for the implementation of the LOSAP system effective January 1, 2026 following a public referendum on November 4, 2025 meet the requirements for sole or single source purchase thereby awarding the contract without competition; and WHEREAS, notice of the Village’s intention to make the purchase on a sole or single source basis was published in the Gazette, the official newspaper of the Village on July 24, 2025; and WHEREAS, no challenge to the proposed purchase has been received; now therefore be it Special Meeting August 13, 2025 Page 2 of 3 RESOLVED, that the Village Manager is authorized to sign the February 28, 2025 quote from Fire Rescue Systems/SCM, 125 Wireless Boulevard, Suite 2, Hauppauge, New York 11788 for the listed products and services and to sign such other documents as needed to effectuate the purchase. E. Authorize issuance of Request for Qualifications- Engineering and Wetland Consultant RESOLVED, that following review by the Corporation Counsel, the Village Manager or her designee is authorized to issue a Request for Qualifications – Engineering and Wetland Consultant.
