Study Session Minutes Ottawa, Kansas Minutes of October 16, 2023 The Governing Body met at 4:00 pm this date at City Hall with the following members present and participating to wit: Mayor Crowley, Mayor Pro Tem Skidmore, Commissioner Caylor, Commissioner Graves and Commissioner Clayton. Mayor Crowley called the meeting to order. Public Comments None were given. Minutes to Review The Governing Body reviewed minutes from the October 2, 2023 Study Session and October 4, 2023 Regular Meeting. The Governing Body agreed by consensus to place this item on the next Regular Meeting agenda on October 18, 2023. Resolution Authorizing the Preparation and Submission of Application to Kansas Housing Resources Corporation for Kansas Housing Investor Tax Credit Program The Governing Body heard from Community Development Director Lucas Neece, who reviewed a resolution of support for the Fairway Vista Patio Homes development application to the Kansas Housing Investor Tax Credit Program and reviewed the following: • City has received a request from Roc Em, LLC for a resolution of support for an application for Housing Tax Credits in connection with the development of the Fairway Vista Patio Homes to be located in the 1000 to 1200 blocks of Diamond Head Road • Proposed project involves the construction of seven duplex units from 1022 E Diamond Head Road to 1204 E Diamond Head Road • Resolution of support does not constitute support or approval for additional incentives and is not indicative of support or approval of the final plan or design • Recommendation is to place the proposed resolution on the October 18, 2023 regular meeting agenda Burt Peterson, Fairway Vista, answered questions from the Governing Body. The Governing Body agreed by consensus to place this resolution with the discussed changes on the October 18, 2023 Regular Meeting. Legacy Square Proposal Presentation by Ottawa Community Partnership Inc. The Governing Body heard from Ottawa Community Partnership Co-Chair David Lee and Board Member Ryan Henningsen, who discussed Legacy Square and the following: • 2017 Ottawa Community Partnership, Inc (OCPI) began fundraising in late fall of 2017 to build a community space and transform a blighted area of our local downtown • Initially, the project was a three-phase plan, and OCPI was able to raise $4.2 million through grants, community pledges and fundraising events • In 2019 the build was completed instead of phasing the project • Due to extended annual pledges a loan was necessary to facilitate the completion of the project • The pandemic slowed down fundraising • Approximately $475,526.47 short of needed funds at this time October 16, 2023 Unofficial Until Approved City of Ottawa Study Session Minutes October 16, 2023 Page 2 • Recommendation is to complete the improvements that were initially envisioned but not completed due to lack of funding, which included a sound system for downtown and completing the connection between Legacy Square and downtown Main Street • Commitments have been received for steel and the erection of a pavilion for the entryway on Main Street, as well as concrete work • Exploring grants for artwork and other amenities • Commitment from local car dealer as well as other businesses for a raffle to raise money for the space with a goal of $50,000 for these events • Requesting Governing Body consider a matching grant of approximately $475,526.47 The Governing Body thanked OCPI for their commitment to the community and agreed by consensus to place this for discussion at a future meeting. Resolution Approving Final Plat & Accepting the Dedication of all Easements and Right-of- Ways within the Victory Plaza Development The Governing Body heard from Community Development Director Lucas Neece, who reviewed a resolution to approve the final plat and accept the dedication of all easements and right-of-ways within the Victory Plaza Development and provided the following information: • Premier Plaza is a two-lot plat allowing for the construction of a relocated dealership of Victory Ottawa to be built in two phases • On September 8, 2021, the Planning Commission conducted a public hearing and granted preliminary plat approval, contingent on the developer/applicant satisfactorily resolving all outstanding plat drawing issues. • The project encompasses the extension of a public sanitary sewer main, a public water main installation, and the addition of a right-turn lane. It also involves the construction of curb, gutter, and sidewalk along 23rd Street. • Approving the final plat signifies officially accepting the dedicated easements and right-of- ways. The Governing Body agreed by consensus to place this resolution on the next Regular Meeting agenda on October 18, 2023. Appointment of Electric Production Superintendent David Hunsaker, to Kansas Energy Agency Board Director 2 Position The Governing Body heard from City Clerk Melissa Reed, who reviewed a request to appoint Electric Production Superintendent David Hunsaker to the Kansas Energy Agency Board Director 2 position to fill Dennis Tharp's term, which ends April 15, 2024. The Governing Body agreed by consensus to place this item on the Regular Meeting agenda on October 18, 2023. City Manager's Comments City Manager Brian Silcott provided the Governing Body with an update on ongoing projects. Mr. Silcott also asked the Governing Body to consider adjusting the study session and meeting schedule. Mr. Silcott stated that a playground matching grant application would be presented at the next Regular Meeting for consideration with an October 20, 2023, deadline for submission. 2 October 16, 2023 Unofficial Until Approved City of Ottawa Study Session Minutes October 16, 2023 Page 3 Commissioner's Comments Commissioner Caylor attended the League of Kansas Municipalities conference and stated it was good to network with other communities across the State. Commissioner Clayton reminded the community that tomorrow is the deadline to register to vote and reminded citizens to attend the candidate's forum tomorrow evening. Mayor Pro Tem Skidmore stated he had received feedback from the community on the recent municipal code changes regarding chickens. He said he will prepare some recommended changes for review by the Governing Body. Mayor Pro Tem Skidmore reminded the community that the city-wide clean-up weekend is October 20th and 21st. Mayor's Comments Mayor Crowley said seeing the Veteran’s flags in our community was excellent. Announcements A. October 18, 2023 Regular Meeting – 10:00 am, City Hall B.
