Special Call Meeting City Hall Minutes of June 16, 2025 Mayor Allen opened the meeting at 4:05 pm. Present were Mayor Allen, Mayor Pro Tem Clayton, Commissioner Caylor, Commissioner Crowley, and Commissioner Skidmore. Executive Session Recess Commissioner Clayton made a motion, seconded by Commissioner Crowley, to recess into executive session for a period of 60 minutes, resuming at 5:05 pm for a discussion of non-elected personnel. The justification for the closed session is to engage in an employee evaluation of non- elected personnel pursuant to K.S.A. 75-4319(b)(1). The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly recessed. Reconvene Commissioner Skidmore made a motion, seconded by Commissioner Caylor, to reconvene into open session. The motion was considered and upon being put, all present voted aye. The Mayor declared the meeting duly reconvened at 5:05 pm. Recess Commissioner Caylor made a motion, seconded by Commissioner Crowley, to recess into executive session for a period of 30 minutes, resuming at 5:35 pm for a discussion of non-elected personnel. The Mayor declared the meeting duly reconvened at 5:35 pm. The commission discussed strategic priorities ahead of next week’s retreat with Andy Huckaba.
