Finance Committee

PROCEEDINGS OF THE FINANCE COMMITTEE The Finance Committee of the Village of Oxford, Marquette County, Wisconsin met on Thursday, March 23, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Ave. The meeting was called to order by President Meyer at 5:20 PM. The following Committee Members were present: Loretta Drinkwater, Bart O’Brien, and Gary Sorensen. Also in attendance were Dennis Zacharias and Carrie Rozek. President Meyer advised this meeting was scheduled in replacement of the Finance Committee meeting originally scheduled for March 9th that was cancelled due to inclement weather. Motion made by Drinkwater/Sorensen to approve the agenda as printed. Motion carried. The Committee discussed the required updates to the Village’s Safety and Bloodborne Pathogen Policies as mandated by the Wisconsin Department of Safety and Professional Services (WI DSPS). Trustee O’Brien reported on his contact with Rhonda Kocijan-Klecz, an Occupational Safety Inspector in the Division of Industry Services Department of the WI DSPS. He further explained the impact OSHA regulations has on the Village’s safety policies. Examples of policies provided by DSPS and others were reviewed by the Committee for consideration. The Committee also deliberated possible resources for policy development. Committee members will research the resources discussed. The other Marquette County Village’s and the City of Montello will be contacted to inquire if there is interest in a joint effort to create policies together, as they will likely have their policies inspected by the DSPS in the future. The Village’s Employee Policy was reviewed for possible revisions. Trustee Sorensen advised Marquette County recently increased the night differential pay to $1.00. The Village currently offers $0.75 for the Police Department. Motion made by O’Brien/Sorensen to recommend to the Village Board that the night differential for the Police Department be increased from 75¢ to $1.00. Motion carried. Motion made by Sorensen/Drinkwater to recommend to the Village Board to revise the mileage reimbursement rate to match the current IRS rate at the time. Motion carried. The Deputy Clerk-Treasurer position was discussed. Motion made by Drinkwater/O’Brien to get the description of the position out there in April to May 15th for 8-16 hours a week for a Deputy Clerk- Treasurer to interview in June to start July 1st. After discussion on the motion, a motion was made by Sorensen/O’Brien to amend the motion on the floor to push the timetable back one month. Motion carried on a voice vote with all but Drinkwater voting aye. Amended motion Drinkwater/O’Brien to get the description of the position out there in May to June 15th for 8-16 hours a week for a Deputy Clerk- Treasurer to interview in July to start August 1st carried on a voice vote with all but Drinkwater voting aye.
