PROCEEDINGS OF THE PUBLIC SAFETY COMMITTEE
The Public Safety Committee of the Village of Oxford, Marquette County, Wisconsin met on
Thursday, September 28, 2023 in the Council Room of the Oxford Village Hall, 129 S. Franklin Ave.
The meeting was called to order at 3:02 PM by Chairman Gary Sorensen with Committee Members
Erwin Meyer, Richard Bohringer, and Carrie Rozek present. Also in attendance were Chief Mike
Kowalski, Deputy Clerk-Treasurer Amy Maier, Village Board Member Loretta Drinkwater, and
Neighborhood Watch President Jamie Zacharias.
Motion made by Rozek/Meyer to accept the agenda as printed. Motion carried.
Chairman Sorensen announced that, per the agenda, a closed session is proposed to discuss
employment, promotion, compensation, or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercises responsibility per Wis. Stat. § 19.85 (1)(c).
Motion made by Meyer/Rozek to move to closed session pursuant to Wis. Stat. § 19.85 (1)(c) for the
purpose of considering employment, promotion, compensation, or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility. Motion
carried on a roll call vote with all voting aye.
The closed session per Wis. Stat. § 19.85 (1)(c) began at 3:05 PM.
Per the agenda, the Public Safety Committee Meeting reconvened into open session at 3:58 PM.
Amanda Mayer and Nicholas Spanske joined the meeting at 3:59 PM.
Motion made by Meyer/Bohringer to hire both applicants, Amanda Mayer, and Nicholas
Spanske, at step 4 of the 2023 wage scale (92% step rate, $18.79 per hour). Motion carried.
Both applicants accepted the position and offered wage compensation and departed at 4:02 PM.
A possible Leadership in Police Organizations (LPO) training course for Chief Kowalski was
discussed. The cost would be $700.00 and take place next month. Motion made by Meyer/Rozek to
approve the (LPO) training course. Motion carried.
The proposed 2024 Police Budget was presented and explained by Chief Kowalski. Motion made
by Meyer/Rozek to forward the proposed 2024 Police Budget to the Finance Committee. Motion carried.
The 2024 Fire District Budget draft was presented, and Committee Chairman Sorensen explained
the overall budget and Village’s share. Motion made by Meyer/Rozek to accept the Village’s share of
the proposed 2024 Fire District Budget and forward it to the Finance Committee. Motion carried.
The Public Safety Budget for 2024 was discussed and prepared for presentation to the Finance
Committee.
Motion made by Bohringer/Meyer to forward the 2024 Public Safety Budget as recommended
to the Finance Committee. Motion carried.
Motion made by Rozek/Meyer to adjourn at 4:21 PM. Motion carried.

OF THE VILLAGE OF OXFORD PUBLIC SAFETY COMMITTEE

The closed session of the Village of Oxford Public Safety Committee pursuant to Wis. Stat. §
19.85 (1)(c) began at 3:05 PM. In attendance were Chairman Gary Sorensen and Committee Members
Erwin Meyer, Richard Bohringer, and Carrie Rozek. Also in attendance were Chief Mike Kowalski,
Clerk-Treasurer Shannon McMullin, Deputy Clerk-Treasurer Amy Maier, Village Board Member Loretta
Drinkwater, and Neighborhood Watch President Jamie Zacharias.
Chief Kowalski advised there were two applicants for the patrol officer position(s).
Amanda Mayer joined the closed session at 3:10 PM, and the Committee conducted an interview
with her for the consideration of employment to fill a part-time patrol officer position with the Oxford
Police Department, and she departed at 3:25 PM.
Nicholas Spanske joined the closed session at 3:26 PM, and the Committee conducted an
interview with him for the consideration of employment to fill a part-time patrol officer position with the
Oxford Police Department, and he departed at 3:48 PM.
The Committee discussed the applicant interviews and possible wage compensation to be offered.
Per Wis. Stat. § 19.85 (2), a motion was made by Rozek/Meyer to reconvene to open session.
Motion carried on a roll call vote with all voting aye.
The closed session was ended with the return to open session at 3:58 PM.
