PROCEEDINGS OF THE OXFORD VILLAGE BOARD The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on Wednesday, January 19, 2022 in the Council Room of the Oxford Village Hall. The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Also in attendance were Officer Brian Noll, Dennis Zacharias, Tom Wastart, and Kathy Terwelp. Motion made by Rozek/Holden to approve the agenda as printed. Motion made by Drinkwater/O’Brien to accept the minutes of the December 1, 2021 regular board meeting as printed. Motion made by Rozek/Holden to approve the Treasurer’s Report as printed. All motions carried. Citizen Inquiries: Dennis Zacharias commented on a previous discussion regarding no U-turn signs in front of the elementary school and wanted it clarified that there is only signage on the west side of Franklin Avenue and not on the east side. President Meyer stated the issue will be addressed. New Business: President Meyer advised he was contacted by Thomas Peckoff regarding his property, Outlot 7, adjacent to Oxford (Little) Lake. Mr. Peckoff is attempting to sell the property, which is currently zoned as Conservation and Open Space District. The Clerk has provided Mr. Peckoff information on zoning amendment procedures. Tom Wastart indicated there is land next to the lake that was designated as a Fireman’s Park and cannot be changed from park and conservation, and any future development needs to make sure that it is not placed on any plotted village streets. Mr. Peckoff will be advised he will need to go through the procedures as outlined in the Village Ordinances to request a review for a possible zoning amendment. As Terry Berndt was unable to attend this meeting, he contacted President Meyer with an update on the status of his improvement project at 115 W. Ormsby St. MSA Professional Services is still completing paperwork, and, once approved, the wells can be abandoned. There was no additional update on the building improvements. The Clerk confirmed no documents have been submitted by Mr. Berndt. A possible drug drop-off box at the Village Hall was discussed. The Village is the last municipality in the County without one. Marquette County will provide the box and the security camera equipment. The only cost to the Village will be for the installation. The box will be installed as a wall-mounted installation inside the Village Hall. There are two nationally sponsored take-back initiatives, and the County Sheriff’s Department would handle the collection and delivery to Madison. Motion made by Drinkwater/Rozek to install the drug drop-off box in the Oxford Village Hall. Motion carried. Budget Resolution 2022-1 was presented. Motion made by Drinkwater/Sorensen to adopt Budget Resolution 2022-1. A roll call vote was unanimously in favor. Candidate names were drawn by President Meyer to determine ballot placement on the Spring Election Ballot. The order on the Spring Election Ballot for Village Trustee will be Richard Bohringer, Carrie L. Rozek, and Bart T. O’Brien. All of the incumbents are running unopposed. The Spring Election will be held April 5, 2022. The building permit report was reviewed. Operator license applications for Danielle Gilbert and Theresa Meyer were presented. Both have received police approval. Danielle Gilbert has completed the Responsible Beverage Server Course, but Theresa Meyer’s Certificate is over two years old. Motion made by Drinkwater/Holden to approve the licenses with Theresa Meyer’s being contingent upon successful completion of the Responsible Beverage Server Course. Motion carried. Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek updated the Board on the status of the alcohol compliance checks. Of the seventy-five businesses, eight were closed and have been unable to be checked. So far, seventeen businesses have failed. The next coalition meeting is January 27th. Public Safety-Chairman Sorensen advised the Committee did not meet, but the Fire District is meeting next week. The crosswalks on Hwy 82 are a concern of the daycare center. Municipal Court- Trustee Sorensen stated no report. Police Report-The monthly and 2021 annual police reports prepared by Chief Kowalski were distributed. The new police officer has been putting in a lot of hours and has been hired at the Marquette County Sheriff’s Department as a patrol officer, as well. Park & Recreation- Chairperson Drinkwater stated no report. Library Report-Trustee Drinkwater advised upgrades are needed to the electrical wiring in the library. Adams County residents are being charged $60.00 to use the library, as Page 1 of 2 January 19, 2022 Adams County is no longer providing funding to support Oxford Public Library usage by Adams County residents. The Library Director wants to implement new adult programs and is writing a grant for certification. Public Works-Chairman O’Brien read a report prepared by Public Works Director Mullens on the recent activities of the Public Works Department. The alley behind Franklin Avenue and Miller Street has been excavated. The edges will be finished in the spring. It appears as though the water problem has been alleviated. The small pavilion in the park has been resided on the ends to match the large pavilion. All of the lighting in the library has been changed out to LED. The lighting in the village hall, community room, and the maintenance shop will be completed in February. An estimate has been received for the blinking stop light. An insurance claim will be submitted to the village’s insurance for the replacement, which will be installed in the spring. Ten more signs have been replaced in the village. Ten more that need posts replaced will be taken care of in the spring. The paperwork is being completed for the Village Wastewater 5-Year Permit application. This needs to be completed by July. All of the Christmas decorations have been taken down, covered, and put in storage. Dennis Zacharias, Tom Wastart, and Kathy Terwelp departed at 7:39 PM. Motion made by Rozek/O’Brien to approve payment of vouchers presented. Motion carried. The minutes of this meeting were read by the Village Clerk.
