PROCEEDINGS OF THE OXFORD VILLAGE BOARD The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on Wednesday, February 2, 2022 in the Council Room of the Oxford Village Hall. The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, and O’Brien. Not in attendance was Trustee Holden. Also in attendance were Chief Kowalski and Terry Berndt. Motion made by Drinkwater/Rozek to approve the agenda as printed. Motion made by Rozek/Sorensen to accept the minutes of the January 19, 2022 regular board meeting as printed. Motion made by Drinkwater/O’Brien to approve the Treasurer’s Report as printed. All motions carried. Citizen Inquiries: None. New Business: Terry Berndt provided an update on the status of his improvement project at 115 W. Ormsby St. A letter from the DNR dated January 26, 2022 was presented. The letter confirmed that once the wells were abandoned and the removal of any purge water, waste and/or soil pile is complete, the DNR will authorize the closure of the contamination remediation case. The remaining actions must be completed within 120 days of January 26, 2022. Mr. Berndt is arranging for MSA Professional Services to get the wells closed. President Meyer asked for any updates to be provided to the Village via email. Terry Berndt departed at 6:48 PM. Action Appraisers and Consultants, Inc., the Village’s vendor for assessment services, has proposed holding the Open Book on April 19, 2022 from 3:00 PM to 5:00 PM and the Board of Review on May 11, 2022 from 6:00 PM to 8:00 PM. Motion made by Sorensen/Drinkwater to approve the proposed Open Book and Board of Review dates. Motion carried. Holding the annual Spring Clean Up event with the new service provider was discussed. Badgerland Disposal does not provide these services on Saturdays, and only certain Fridays were available. Motion made by Rozek/O’Brien to have the Spring Clean Up on Friday, June 3, 2022. Motion carried. The regular March board meeting date would fall on Ash Wednesday this year, and the Board considered moving the meeting date to accommodate affected parties. Motion made by Drinkwater/Rozek to change the March board meeting from March 2nd to March 9th. Motion carried. The building permit report was reviewed. There were no licenses to be approved. Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek advised the Oxford drug drop off box will be coming, but the grant did not come through. Since January 1st, there have been ten more under-age sales of alcohol county-wide. There are four coalition members that make up a methamphetamine prevention team to address the county issue. The next coalition meeting is February 24th. Public Safety-Chairman Sorensen stated the Committee did not meet. Municipal Court-Trustee Sorensen advised the regular Municipal Court Clerk is on winter break, but the Court is functioning with the new Deputy Clerk. Police Report-The monthly police report prepared by Chief Kowalski was distributed and explained. Chief Kowalski had lunch with the kids at the elementary school. He is also working to get a grant to obtain the security camera for the drug drop-off box. Complaints are being received regarding people living in a commercial property. Park & Recreation-Chairperson Drinkwater stated no report. Library Report-Trustee Drinkwater reported the Town of Jackson Board was invited to attend a Library Board meeting. The Chairman was unable to attend but contacted Library Board President Drinkwater to provide an update on the Adams County funding of the Oxford Public Library. The new Adams County Administrator has cut the funding to Oxford’s Library. Two Supervisors from the Jackson Township Board, Bill Pegler and Robert Bonnett, did attend the Library Board meeting and were very receptive. The Library Board hopes the Town of Jackson will be able to exact some action of financial support from Adams County. A lot of programs are coming to the library. A literacy program for kids is being developed with the VFW Auxiliary. The Director is getting a Swank Movie License to be able to show movies in the Community Room. A program is being developed with One Community Bank to teach children about the history of money. Public Works-Chairman O’Brien read a report prepared by Public Works Director Mullens on the recent activities of the Public Works Department. Director Mullens has received his 3-year wastewater renewal certificate. A replacement solar stop sign has been ordered for the corner of Chauncey and Fandrich. The County Highway Department salted the Village roads one time in January. The Gator is Page 1 of 2 February 2, 2022 having problems with the temperature sensor, and it will need to be replaced. Equipment will need to be rented in order to take measurements of the sludge of all three wastewater ponds in order to renew the Village’s wastewater license. These measurements must be done before June. Motion made by O’Brien/Drinkwater to approve payment of vouchers presented. Motion carried. The minutes of this meeting were read by the Village Clerk. Motion made by Rozek/Drinkwater to adjourn at 7:40 PM.
