PROCEEDINGS OF THE OXFORD VILLAGE BOARD The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on Wednesday, March 9, 2022 in the Council Room of the Oxford Village Hall. The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, and O’Brien. Not in attendance was Trustee Holden. Also in attendance were Dennis Zacharias and Kathy Terwelp. Motion made by Drinkwater/O’Brien to approve the agenda as printed. Motion made by Rozek/O’Brien to accept the minutes of the February 2, 2022 regular board meeting as printed. Motion made by Drinkwater/O’Brien to approve the Treasurer’s Report as printed. All motions carried. Citizen Inquiries: Dennis Zacharias addressed the Board to inquire about having a sidewalk extended to Dollar General. President Meyer advised attempts were made when the highway improvements were done, but the State would not approve it. New Business: President Meyer informed the Board that Terry Berndt provided him with an update on the status of his improvement project at 115 W. Ormsby St. MSA Professional Services is in the process of soliciting bids to have the wells closed. They need to be closed by the end of May and not by the end of March, as originally thought. Mr. Berndt was reminded to get started on the physical improvements as soon as the wells are closed. A possible library electrical upgrade was discussed, and a proposal from Electric One in the amount of $1,598.50 was presented. Motion made by O’Brien/Bohringer to deny the request for the electrical upgrade, as there is no money in the 2022 budget for the project. Motion carried. The cost of the Village website hosting and technical services was discussed. Motion made by O’Brien/Sorensen to delegate the Village website 3-year contract terms to the Village Clerk. Motion carried. The possible usage of ARPA (American Rescue Plan Act) funds was discussed. No action was taken on this matter. There was no building permit report to be reviewed. There were no licenses to be approved. Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek reported there have been no more attempts of the under-age serving compliance checks. On April 30th, the Sheriff’s Department will be holding a drug take-back event from 10:00 AM to 1:00 PM. The next meeting is March 24th. Public Safety-Chairman Sorensen advised the Committee did not meet. Municipal Court-Trustee Sorensen stated no report. Police Report-The monthly police report prepared by Chief Kowalski was distributed. Park & Recreation-Chairperson Drinkwater advised a delayed 2021 invoice was received from Badger Sporting Goods in the amount of $397.08 that will have to come out of the 2022 Park Budget. The park will be opening up by the end of May. Library Report-Trustee Drinkwater reported on some activities coming up in the library, including balloon kiss painting and an art show. The Friends of the Library will be meeting March 14th. A $500.00 donation was received from the VFW Auxiliary, which will be used for early literacy kits providing information on patriotism, flag etiquette, veterans, etc. A certification grant in the amount of $425.00 was received from Winnefox. A $1,000.00 grant was received from PBS for the Summer Reading Program. Jackson Township has agreed to pay $2,500.00 to the library, so the $60.00 usage fee will not need to be charged to the Adams County patrons. The Director has also applied for two additional grants and is awaiting a response. There will be a program on the history of popcorn, and it will include tasting various recipes. The Director has also acquired the Swank movie license and is in the process of planning a schedule for showing movies. Public Works-Chairman O’Brien read a report prepared by Public Works Director Mullens on the recent activities of the Public Works Department. The Gator had the temperature sensor replaced. The chipper muffler has been discontinued. The redesign replacement is $1,100.00. The muffler has been removed and an attempt is being made to have it repaired. All vehicles and equipment have been serviced with oil changes, etc. Some community service hours were served in the maintenance shop and included cleaning floors and washing vehicles and windows. There was no contracted salting or snow removal during the month of February. The old grasshopper is leaking antifreeze from the water pump and needs to be repaired. There have been complaints received about horse manure being left on Page 1 of 2 March 9, 2022 Village streets and in the parking lots of businesses. A grass berm may need to be added to the alley behind the funeral home to assist with the standing water issue. Kathy Terwelp departed at 7:35 PM. Motion made by Rozek/Drinkwater to approve payment of vouchers presented. Motion carried. The minutes of this meeting were read by the Village Clerk.
