PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30 PM on
Wednesday, June 1, 2022 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Also in attendance
were Chief Kowalski, Terry Berndt, Thomas Wastart, Dennis Zacharias, Anthony Fasano, Margaret Fasano, Matt
Riesselmann, and Kathy Terwelp.
Motion made by O’Brien/Holden to approve the agenda as printed. Motion made by Drinkwater/Rozek to
accept the minutes of the May 4, 2022 regular board meeting as printed. The minutes of the May 11, 2022 Board
of Review were reviewed. Motion made by Rozek/Drinkwater to approve the Treasurer’s Report as printed. All
motions carried.
Citizen Inquiries: Matt Riesselmann advised a barn off of N. Oxford St. is leaning and may be a public safety
issue.
Dennis Zacharias mentioned there are residents interested in acquiring a Deputy Clerk to help back up office
hours. Residents using the park on a Wednesday found the restrooms closed, but the Village Clerk’s office is closed
on Wednesdays. The Board advised the restroom issue will be addressed.
New Business: Terry Berndt addressed the Board regarding his improvement project at 115 W. Ormsby St. Mr.
Berndt advised the DNR has granted the closure of the case as of May 27, 2022, and he is now in the process of
looking for an engineer for his improvement project. President Meyer stated he wants to see continued progress by
the next meeting.
An update was provided on the E. Vrooman St. storm sewer. Trustee O’Brien informed the Board that where
the storm sewer discharges, there is a silt build-up. A sediment pond will be created to help the water situation. In
addition, a willow tree’s roots are believed to be infiltrating the pipe, which is located only six inches below the
ground. The pipe will be excavated near the area where the roots are anticipated, and the pipe will be repaired. The
full estimate cannot be provided until the roots are cleared, and the water is removed.
The proposed new well for the Village Hall was discussed. A proposal from Roos Well Drilling, including
estimates from Sam’s Well Drilling, Jensen’s Flatwork, and Gary Taft to remove the old well, install plumbing and
electric pump, drill the new well, remove old concrete, pour new concrete, remove the old pump house, and build a
new, larger pump house was presented. Motion made by Drinkwater/O’Brien to approve the estimate for the new
Village Hall well. Motion carried.
A Community Room drinking fountain-water bottle refilling station proposal from Global Industrial was
presented. Motion by O’Brien/Holden to postpone the water cooler decision until next month. Motion carried.
The possible usage of ARPA (American Rescue Plan Act) funds was discussed. Motion made by
Drinkwater/O’Brien to use ARPA (American Rescue Plan Act) funds to pay for the $520.00 portion of the
Northern Pipe invoice for the E. Vrooman St. storm sewer work and the Village Hall well project expense.
Motion carried.
Trustee Drinkwater addressed the Board regarding the possibility of using remaining 2021 Park Improvement
Project funds for the new toddler swing seats, belt swing seats, playground wood chips, and a purchase of additional
playground equipment (spring riders). Motion made by O’Brien/Drinkwater to buy two spring riders and pay for
the toddler and belt swing seats and the playground chips using park improvement funds. Motion carried. Tom
Wastart inquired about the handicap parking that was considered for the 2021 Park Improvement Project. The
intended parking was to be located at the south end of the park near the large pavilion. Motion made by
Drinkwater/Holden to get estimates from Jensen’s Flatwork and get the project done using the park improvement
funds. Motion carried.
The Compliance Maintenance Annual Report (CMAR) for 2021 was reviewed and Compliance
Maintenance Resolution 2022-1 was presented. Motion made by O’Brien/Holden to accept the CMAR
Resolution 2022-1 and Report. A roll call vote was unanimously in favor.
The 4th of July celebration fireworks and road closures were discussed. Motion made by
Rozek/Drinkwater to keep the road closures for the 4th of July fireworks as they have been in the past and
approve the event. Motion carried. The 4th of July celebration will be held June 30th through July 2nd. The
fireworks will be on Saturday, July 2nd with a rain date of Sunday, July 3rd.
The conservation initiative “No Mow May” was discussed. Residents of the Village have been inquiring
whether or not the Village will be participating in “No Mow May” and if citations will be issued if lawns violate

the lawn length ordinance. The Board consensus was to observe “No Mow May.” Residents are reminded to
have lawns mowed within compliance of Village ordinance by June 1st each year.
A renewal agreement between the Village of Oxford and the Marquette County Human Services
Department for the Senior Dining Site was presented. Motion made by Drinkwater/Sorensen to approve the
Cooperative Agreement Between the Village of Oxford and the Marquette County Department of Human
Services for the Senior Nutrition Program. Motion carried.
President Meyer appointed William Martin to the Planning and Zoning Commission for a three-year term.
Motion made by Rozek/Drinkwater to allow Village President Meyer to appoint William Martin to the Planning
and Zoning Commission for a term from 6-1-22 to 6-1-25. Motion carried.
The Village’s debit card through One Community Bank was discussed and the risks and benefits of debit cards
versus credit. The Board consensus was for a Village credit card to be obtained in its place.
The building permit report was reviewed.
The following Renewal Liquor Licenses were presented:
• Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination License to
Stacy Monfries, Agent, d/b/a Generations Bar & Grill.
• Class “B” Fermented Malt Beverage and a “Class B” Intoxicating Liquor Combination License to
The Ox Bar and Grill LLC, Anthony Fasano, Agent, d/b/a The Ox Bar & Grill.
• Class “B” Fermented Malt Beverage License and a “Class C” Wine License to KD’s Pub & Grub,
LLC, Kathleen Susanne Richter, Agent, d/b/a KD’s Pub & Grub.
• Class “B” Fermented Malt Beverage License and a “Class C” Wine License to Janet Dean, Agent,
d/b/a Oxford Pub & Grub.
• Class “A” Fermented Malt Beverage and a “Class A” Intoxicating Liquor Combination License to
Oxford Spirits, LLC, Mathew Riesselmann, Agent, d/b/a Village Spirits.
• Class “A” Fermented Malt Beverage License to Liberty Square Gas Station, Inc, Lakhbir Singh,
Agent, d/b/a Refuel Pantry-Oxford.
All Intoxicating Liquor, Fermented Malt Beverage, and Wine License applications have been reviewed by
the Oxford Police Department and recommendation for approval was provided by Chief Kowalski. Motion
made by Drinkwater/Holden to approve all Class A, B, and C Fermented Malt Beverage, Intoxicating Liquor,
and Wine Licenses presented contingent upon all special assessments, Village and liquor bills are paid, and
compliance with state statutes and village ordinances and by the recommendation of the Oxford Police
Department. Motion carried.
New Operator License applications for Elizabeth Lynch, Jessica Kratz, and Sara Ryzner and Renewal
Operator License applications for Linda Drew, Brian Nelson, Margaret Fasano, Dawn Cumberland, Ciara
Doremus, Miranda Fisher, José Gonzalez, Vicki Haase, Pamela Redlin, Theresa Meyer, Tamara Cebery, Audrea
Mack, Kristine Walters, Jeremy Donnor, Diane Free, Tammy Howe, Beth Reichert, Ralph Solchenberger,
Wayne Stadtler, and Darren Swiatly were presented. All except Margaret Fasano and Diane Free have received
police recommendation and all but Sara Ryzner have either completed the Responsible Beverage Server Course
or have been a licensed operator within the last two years before initially applying for a license with the Village
of Oxford. Motion made by Drinkwater/Holden to approve all the operator licenses presented except the two
not recommended by the Police Department and with Sara Ryzner’s being contingent upon successful
completion of the Responsible Beverage Server Course. Motion carried.
Terry Berndt, Anthony Fasano, and Margaret Fasano departed at 8:09 PM.
Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek referred the
Board to a report prepared by HCHY on the results of the alcohol compliance check data. Public Safety-Chairman
Sorensen stated the Committee did not meet. Municipal Court-Trustee Sorensen advised the meeting scheduled for
May 12th was moved to June 9th. The City of Montello has placed Ken Streich on the Municipal Court Board.
Montello is to chair the next meeting. Police Report-The monthly police report prepared by Chief Kowalski was
distributed. Chief Kowalski and Officer Cutrell worked the Memorial Day parade. Officer Walters-Ketchum has
submitted her letter of resignation effective June 4th. She has taken a position with the U.S. Marshals Service. Some
flowers have been reported stolen from the cemetery. Park & Recreation-Chairperson Drinkwater reported new
swings have been ordered, and the new benches have been installed. The mulch has been laid in the playground

area, and the batting cage stabilizer cable has been repaired. The bases in the baseball diamond have also been reset.
The restrooms will be open on weekdays, while the Public Works Department is available. Library Report-Trustee
Drinkwater stated the Summer Reading Program will begin on the 13th. The Director attended the “Touch a Truck”
event and has visited the VFW. A book club has started and currently has fourteen members. A generous library
patron has donated a tremendous amount of craft supplies. The electrical wiring upgrade is complete, and only the
shelving in the closet needs to be put in. A sidewalk chalk program will be held. Public Works-Chairman O’Brien
read a report prepared by Public Works Director Mullens on the recent activities of the Public Works Department.
The sidewalk at the Village Hall has been repaired. All of the sewer lift stations have been cleaned. The televising
of the sanitary sewer system has been rescheduled, due to the storm sewer. The storm sewer on E. Vrooman St. was
jetted with a high-power vac truck, but it can’t break through the roots of a willow tree. Kohn Excavating will be
removing silt to allow water to drain from the pipe to allow an inspection to proceed with the most viable repair
option. The planters and flowers are in place. The pedestrian crossing signs have been installed. The new flags
have been installed at the Village Hall, the park, and the lot on Ormsby St. The street pole flags have not arrived.
The fire extinguishers have been inspected and updated throughout the Village Hall and the police squad. A new gas
meter has been installed at the Village Hall. Chairman O’Brien updated the Board on the development of the alley
behind the funeral home. After the tree comes down, the berm will go in. This will occur, hopefully, in the next few
weeks.
Tom Wastart, Dennis Zacharias, Kathy Terwelp, and Matt Riesselmann departed at 8:25 PM.
Motion made by Drinkwater/Rozek to approve payment of vouchers presented. Motion carried.
The minutes of this meeting were read by the Village Clerk.
Motion made by Rozek/Drinkwater to adjourn at 8:50 PM. Motion carried.
