PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, May 4, 2022 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, and O’Brien. Not in attendance was
Trustee Holden. Also in attendance were Chief Kowalski, Terry Berndt, Jason Zacharias, and Dennis
Zacharias.
Motion made by Rozek/Drinkwater to approve the agenda as printed. Motion made by
Sorensen/O’Brien to accept the minutes of the April 6, 2022 regular board meeting and Public Hearing as
printed. Motion made by Rozek/Drinkwater to approve the Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: Trustee Rozek advised there was a problem with recycling pick up and was informed by
the Public Works Department that Badgerland Disposal had equipment problems and were coming back the
next day or two to pick up those that were missed.
New Business: Terry Berndt provided an update on the status of his improvement project at 115 W.
Ormsby St. He advised the wells have been capped as planned, and the Public Works Department has
confirmed with him they were covered properly. Mr. Berndt is waiting for submitted paperwork to be
processed by the DNR. President Meyer inquired about the appearance and condition of the building and what
improvements are being made. Mr. Berndt stated he is looking into getting a survey completed to be able to
obtain the funding for the repairs. President Meyer pressed that immediate aesthetics be addressed right away,
including cutting brush, cleaning up debris, and improving the condition of the safety fence, and that the Board
wants the building improvements to begin now that the DNR case is closed. President Meyer congratulated Mr.
Berndt on the closure of the monitoring wells project.
Terry Berndt departed at 6:45 PM.
A proposal from Jensen Flatwork for $1,600.00 for the repair of a storm sewer culvert and adjacent
concrete blocks in front of the Village Hall was presented. Motion made by O’Brien/Rozek to accept the
proposal from Jensen Flatwork for the concrete and storm sewer culvert repair at the Village Hall for $1,600.00.
Motion carried.
A proposal from Scott Construction for street contract work in the amount of $19,580.00 was presented.
The proposal included the following proposed repairs: Alley from Franklin Ave. to Abbott St. - $4,794.00;
Alley from Hwy 82 to Vallette St. - $1,049.00; Abbott St. from Hwy 82 to Chauncey St. - $3,297.00; Smith St.
from Hwy 82 to Chauncey St. - $3,281.00; Miller St. from Chauncey St. to Wood St. - $6,385.00; Smith St.
from Hwy 82 to End - $774.00. Motion made by O’Brien/Drinkwater to accept the proposal from Scott
Construction, Inc. for asphaltic chip seal surfacing for pavement maintenance and preservation as listed on the
proposal presented for $19,580.00. Motion carried.
The storm sewer repair on E. Vrooman St. was discussed. The estimate was not received in time for this
meeting. This matter will be addressed when more information becomes available.
The possible usage of ARPA (American Rescue Plan Act) funds was discussed. Motion made by
Sorensen/O’Brien to use ARPA (American Rescue Plan Act) funds to pay for the storm sewer culvert repair in
front of the Village Hall approved at this meeting. Motion carried. Possible future usage of the funds was
considered.
Trustee Drinkwater advised the Board she received an inquiry about adding striping to the park tennis court
for pickle ball. Possible line confusion was considered and determined to be problematic for existing tennis
play. The consensus was for those choosing to play pickle ball, the tennis court is available to them, but no
modifications will be made to the court.
President Meyer appointed Loretta Drinkwater, Georgia Lindert, and Kimmie Kongslie to the Library
Board. Motion made by O’Brien/Rozek to approve the appointees. Motion carried with Drinkwater
abstaining from the vote.
Ordinance 2022-1, amending Village Ordinance Sec 30-21, was presented. Fire Chief Zacharias explained
the need for the amendment. A revision was being presented based on the recommendation of the Fire
District’s auditor, as it clarifies the frequency of fire inspections. Motion made by Drinkwater/Sorensen to
adopt Ordinance 2022-1, amending Village Ordinance Sec 30-21. A roll call vote was unanimously in favor.

President Meyer appointed Mark Holden to the Zoning Board of Appeals and Neal Plunkett as an alternate
to the Zoning Board of Appeals. Motion made by Rozek/O’Brien to approve the appointment of Mark
Holden to the Zoning Board of Appeals and Neal Plunkett as an alternate to the Zoning Board of Appeals until
May of 2025. Motion carried.
The Clerk updated the Board on the results of the 2021 DNR Annual Report on Recycling Program
Accomplishments and Actual Costs. After many years of not meeting per capita standards, the Clerk was very
pleased to announce the Village has met the annual tonnage and per capita standards for 2021. This is quite an
impressive accomplishment, as the population estimate used in the standard requirement calculation far exceeds
the actual results of the 2020 census. The Village Board and Clerk want to thank the Village of Oxford
residents for their diligent recycling efforts and encourage everyone to keep up the great work. Individually and
together, we do make a difference!
There was no building permit report to be reviewed.
There were no licenses to be approved.
Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek stated the
meeting was canceled. Public Safety-Chairman Sorensen advised there was no meeting. Municipal Court-
Trustee Sorensen reported the Municipal Court Clerk has retired, and the Deputy Clerk has taken over as Clerk.
The Municipal Court Board is meeting on May 12th. Police Report-The monthly police report prepared by
Chief Kowalski was distributed. Chief Kowalski advised he attended a community meeting recently at
Brakebush. Updates on recent Police Department activities were provided. Grant funds for police equipment
may be coming in the amount of $7,000.00. Park & Recreation-Chairperson Drinkwater reported that
playground equipment repairs have been completed. Toddler swings will need to be replaced. Wood chips
have been ordered for the playground and should arrive next week. The benches are complete and will be
installed as soon as they arrive. The batting cage and tennis net will go up next week. The water has been
turned on, and the restrooms have been cleaned. There were two damaged windows, but they have been
repaired. The park will open as soon as the water test samples are analyzed. Dina Johnson cleaned, trimmed,
and installed mulch for the landscaping around the flagpole in the park at no charge and does a very nice job.
Library Report-Trustee Drinkwater stated the electrical upgrade will be done May 17th and is being completed
with grant funds and an additional three to four hundred dollars coming from the Library Budget. The Library
Director is assisting with the school carnival this Friday. A book sale will be held this Friday, May 13th. The
Summer Reading Program will be held between June 13th and August 5th. Public Works-Chairman O’Brien
advised the sewer system televising is scheduled for mid-May. The lift stations, one storm sewer, and the
wastewater divider box are being cleaned May 23rd. The Vrooman St. storm sewer is going to be inspected
after the cleaning in May to order provide a more accurate estimate of the repair. The lights in the Village Hall
and Maintenance Shop have been updated to LED. The muffler for the chipper has been repaired by Bryan
Anderson free of charge. This has been installed and is working properly. Chipping will resume next week.
The flower planters downtown have been emptied. Marsha Kellesvig is preparing plants and pots to be placed
in mid-May. The flags and flagpoles have been ordered, but the flags are on backorder. The cold mix has
arrived and patching has begun. The new speed sign has arrived and will be installed on Hwy 82. The drug
drop-off box was delivered and will be installed soon. The test wells have been capped throughout the Village.
The nineteen days of sewer chemical sampling have been completed at the wastewater plant and results are
expected from Davy Laboratories.
The Village appreciates Dina Johnson, Bryan Anderson, and Marsha Kellesvig for the generous donation of
their time and resources.
Dennis and Jason Zacharias departed at 8:34 PM.
Motion made by Rozek/Drinkwater to approve payment of vouchers presented. Motion carried.
The minutes of this meeting were read by the Village Clerk.
