PROCEEDINGS OF THE OXFORD VILLAGE BOARD
The Village Board of the Village of Oxford, Marquette County, Wisconsin met in regular session at 6:30
PM on Wednesday, November 2, 2022 in the Council Room of the Oxford Village Hall.
The meeting was called to order by President Meyer with the Pledge of Allegiance. The following Board
Members were present: Trustees Drinkwater, Rozek, Sorensen, Bohringer, O’Brien, and Holden. Also in
attendance were Tom Wastart, Colleen Sengbusch, Adam Sengbusch, Terry Berndt, Kathy Terwelp, Duane
Dornacker, and Dennis Zacharias.
Motion made by Drinkwater/Holden to approve the agenda as printed. Motion made by
Rozek/Drinkwater to accept the minutes of the October 12, 2022 regular board meeting as printed. Motion
made by O’Brien/Sorensen to accept the minutes of the October 17, 2022 Finance Committee meeting as
printed. Motion made by Holden/Rozek to approve the Treasurer’s Report as printed. All motions carried.
Citizen Inquiries: None.
New Business: The possible purchase of a small boat, trailer, and motor for use at the wastewater treatment
facility was discussed. The DNR has suggested using circular motions of a boat to control weed growth as
opposed to using chemical treatment. A resident has offered to sell the boat, trailer, and recently serviced
motor, in good condition, to the Village for $1,000.00. Public Works Director Mullens has inspected the items
and recommends purchasing them for the Village due to the significant savings from the cost of chemical
products. Motion made by Drinkwater/O’Brien to purchase the boat, trailer, and motor for $1,000.00.
Motion carried with Trustee Holden abstaining from the vote.
An estimate for the repair of the storm sewer on E. Vrooman St. was presented. Originally, Kohn
Excavating was going to do the work but has been unable to do so due to weather issues. They are currently
scheduled a month out and will likely be unavailable to perform the work before snow. McNamara
Construction, Inc. submitted a $4,000.00 estimate for the excavation of the pipe and anticipated removal of tree
roots and pipe repair. Motion made by Holden/Drinkwater to accept the proposal from McNamara
Construction for the removal of the roots and the repair of the storm sewer at Wood and Vrooman Streets, up to
$4,000.00. Motion carried.
The possible usage of ARPA (American Rescue Plan Act) funds was discussed. Motion made by
O’Brien/Rozek to use available ARPA (American Rescue Plan Act) funds to facilitate the repair of the storm
sewer on E. Vrooman St. Motion carried.
The building permit reports for August and September were reviewed.
Operator license applications for Paulette Stoffels and Adam Sengbusch were presented. Both have
completed the Responsible Beverage Server Course, but the Police Department still has to complete their
background checks. Motion made by Drinkwater/Rozek to grant the licenses contingent upon the
recommendation of the Police Department. Motion carried.
An Original Alcohol Beverage Retail License Application from Oxford Anglers, LLC, Colleen Sengbusch,
Agent, d/b/a Generations Bar & Grill at 1048 E. Ormsby St. was presented. The Police Department has
reviewed the application and recommends its approval. Motion made by Drinkwater/Holden to approve the
“Class B” Combination License to Oxford Anglers, LLC, Colleen Sengbusch, Agent, effective November 16,
2022, contingent upon all fees being paid, compliance with state statutes and village ordinances, and the
surrender of the current “Class B” License issued to Stacy Monfries. Motion carried.
Colleen Sengbusch and Adam Sengbusch departed at 6:55 PM.
Committee Reports: Healthy Communities Healthy Youth (HCHY) Report-Trustee Rozek advised an
HCHY meeting was held this afternoon. They will meet again on November 16th to review the bylaws.
Meetings will change to bi-monthly, on Wednesdays, starting January 11th and will be held from 2:00 PM to
3:30 PM. Public Safety-Chairman Sorensen thanked the Oxford Fire Department for their assistance with
Halloween events. Municipal Court-Trustee Sorensen stated no report. Police Report-There was no report.
Park & Recreation-Chairperson Drinkwater reported that leaves have been mulched twice and may be
mulched one more time. The light is out at the cold storage building, and it’s tripping the breaker. H & M
Wiring is looking at it to see if the light needs to be replaced. Library Report-Trustee Drinkwater stated the
October 14th book sale was a huge success, making $132.00. Checkouts are up and 20% is from Adams County.
Programming is going well. The policy book is being reviewed for a possible update. A new mission statement

was adopted. Preparations are being made for the December 3rd Lighted Holiday Parade. The Lions Club
donated $100.00 for the Fall Reading Program. Public Works-Chairman O’Brien read a report prepared by
Public Works Director Mullens on the recent activities of the Public Works Department. The Fandrich St. lift
station was originally supposed to have the control panel replaced in October, but it will now be done
November 9th. All of the equipment, except for the mowers, have been cleaned, serviced, winterized, and
changed over for winter procedures. The Christmas rope lights have been installed on the light poles.
Christmas decorations will be prepped next week. The new well at the Village Hall has been tested for E. Coli
and nitrates, and none were detected. The filter has been changed for the first time, and the water is clearing up.
It should be all clear by the end of November. All tree trimming and chipping has been completed for the
season.
Tom Wastart, Terry Berndt, Kathy Terwelp, Duane Dornacker, and Dennis Zacharias departed at 7:08 PM.
Motion made by Rozek/Holden to approve payment of vouchers presented. Motion carried.
The minutes of this meeting were read by the Village Clerk.
Motion made by Rozek/Sorensen to adjourn at 7:43 PM. Motion carried PM.
